DEPARTMENTAL RECOMMENDATION:
The Department of Library Services recommends the Board of Supervisors adopt and present a resolution recognizing September 2023 as Adult Literacy Awareness Month.
SUMMARY/DISCUSSION:
In 1986, the United States Congress, by Senate Joint Resolution 358, designated September as Adult Literacy Awareness Month. They authorized and requested that the President of the United States issue a proclamation which was signed by the late President Ronald Reagan on August 27, 1986. September continues to be recognized by Literacy programs nationwide as Adult Literacy Awareness month.
Recognizing September 2023 as Adult Literacy Awareness Month heightens public awareness of the vital role adult literacy education plays in Solano County, the impact low literacy skills has on our community, and provides an opportunity for prospective students and volunteer tutors to learn about how they can participate in the program.
Approximately 23% of the adult residents of Solano County are considered severely low literate, which according to the National Center for Education Statistics means that they read, write, or speak at or below an 8th grade level. This number equates to approximately 103,000 adults. Another 28% are considered marginally low literate, meaning they are more proficient in these skills but still functioning below an 8th grade level, bringing the total of adults who struggle with reading to over 50% of our adult population. This severely impacts their employment opportunities, ability to help their children with schoolwork, fully understand health related information, and participate fully in community activities.
Solano County Library Adult Literacy Services provides free adult basic literacy and English as an additional language education program. In addition, other programs available include Family literacy activities, Career Online High School scholarships and free books to clinics in Solano County as part of Reach Out and Read, a national pediatric literacy program.
Increasing literacy levels of adults in the community enables them to ensure the health and safety of their families and participate fully in Solano County communities.
FINANCIAL IMPACT:
The cost of preparing the agenda item is nominal and absorbed by the Department’s FY2023/24 Working Budget.
ALTERNATIVES:
The Board may choose not to adopt this resolution. This is not recommended because recognizing September 2023 as Adult Literacy Awareness Month acknowledges the importance of literacy in Solano County.
OTHER AGENCY INVOLVEMENT:
There is no other agency involvement.
