DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services recommends that the Board of Supervisors;
1. Adopt a resolution approving an $82,842 revenue contract with the California Department of Aging to provide outreach and education on the nutritional benefits of CalFresh for the period of October 1, 2026, through September 30, 2028; and
2. Delegate authority to the County Administrator or designee to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999 per fiscal year.
SUMMARY/DISCUSSION:
The Napa/Solano Area Agency on Aging (N/S AAA) administers funds from the California Department of Aging (CDA) to support Older Americans Act services within Planning and Service Area (PSA) 28, which includes Napa and Solano Counties. CDA funds support information and assistance, caregiver support services, preventive health activities, nutrition programs, and ombudsman services for adults aged 60 and older.
CDA has allocated $82,842 in CalFresh Outreach funding to expand efforts that increase awareness of CalFresh benefits among older adults. This funding directly supports targeted outreach activities to improve understanding of program eligibility, enrollment procedures, and the nutritional benefits of CalFresh participation. Specifically, the allocation will be used to fund a contract that will inform low-income older adults about program availability and requirements, provide accurate information regarding CalFresh benefits, dispel common myths that discourage enrollment, and equip individuals with the knowledge needed to make informed decisions about applying. The outreach activities described above constitute the core deliverables for this funding and ensure that resources are used to advance CalFresh participation among eligible older adults in Napa and Solano Counties.
FINANCIAL IMPACT:
Revenues from this agreement will be used to contract for CalFresh outreach to expand vital nutrition services to address the needs of older adults within PSA 28. Revenue for FY2026/27 has been included in the FY2026/27 Adopted Budget. No County General Fund contribution is required.
ALTERNATIVES:
The Board may choose not to approve this revenue contract. However, the CDA funds are available to the N/S AAA to assist older and disabled adults in accessing CalFresh, which provides monthly food benefits.
OTHER AGENCY INVOLVEMENT:
The N/S AAA Oversight Board and N/S AAA Advisory Council on Aging were involved in the development of this agenda item.
