DEPARTMENTAL RECOMMENDATION:

 

The Department of Information Technology (DoIT) recommends that the Board adopt a resolution amending the List of Numbers and Classifications of Positions to add 1.0 Full-Time Equivalent (FTE) Communication Technician II position.

 

SUMMARY/DICUSSION:

 

Recently, DoIT has secured two new annual revenue contracts, with the City of Vacaville and Dixon Police Department, for the department to provide ongoing radio maintenance, repair, and support, including field service and inventory management to the cities. The Vacaville contract, approved by the Board on July 23, 2024, includes provisions for equipment repair and coordination with Motorola. The Dixon contract requires preventative maintenance, field calls, and the repair of subscriber radios. Both contracts demand frequent technical support, repair, and inventory tracking, which is a workload that exceeds current staffing capacity.

 

With the addition of the new position allocation, the Radio division will be able to fulfill its obligations under these current contracts as well enter into additional revenue contracts providing services and expertise to other outside agencies. The Radio division is actively engaged in discussions with several agencies, including the cities of Vallejo, Benicia, and Fairfield, to secure further revenue-generating contracts for communication technology services. These agencies have expressed a strong interest in county support and maintenance, which will ensure reliable service for their radio communication needs.

 

As additional contracts are secured, DoIT will continue to evaluate workload and will return to the Board as necessary to maintain service quality and fulfill contractual obligations with these agencies. The nature of our services requires continuity and expertise, which are best sustained through a regular, full-time position.

 

FINANCIAL IMPACT:

 

DoIT is seeking to initially underfill this position as a Communications Technician I which has an annual salary and benefits projected to start at approximately $119,000. The majority of the cost will be offset by revenue from the current contracts with the City of Vacaville, for $92,991 and Dixon Police Department for $5,475, which collectively total approximately $98,466. Funds from additional contracts are expected to cover any added personnel costs at no additional net county cost.

 

ALTERNATIVES:

 

The Board may choose not to approve this position, which could result in an inability to meet contractual obligations, potentially leading to service delays or increased costs from external vendors to fulfill the work required under the contracts. This alternative is not recommended due to the potential negative impact on service quality and financial efficiency.

 

OTHER AGENCY INVOLVEMENT:

 

The County’s Human Resources Department has reviewed the proposal and supports the classification for the work being provided. The County Administrator's Office has also been consulted and concurs with the recommendation.
