DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve the Notice of Completion (Attachment A) for the Department of Assessor/Recorder, Recorder’s Public Lobby Improvements Project at 675 Texas Street, Suite 2700; and

 

2.                     Authorize the Clerk of the Board to record the executed Notice of Completion.

 

SUMMARY:

 

On February 7, 2017, the Board awarded a construction contract to American River Construction, Inc. of El Dorado to provide improvements to the Recorder’s public lobby (Project). During the course of the construction, the quality of work satisfied the requirements of the construction documents and has been deemed code compliant.  The Department of General Services is requesting that the Board approve the Notice of Completion for the Project and authorize the Clerk of the Board to record the document and allow release of retention funds held by the County.

 

FINANCIAL IMPACT:

 

The Board previously approved $500,000 from the Recorder Special Revenue Fund for modernization (BU 4002) to fund the Project. Construction expenses totaled $298,131. The total project cost, including engineering and design fees, permits and inspections, project management, and furniture is $496,312. Remaining project funds of $6,578 will be returned to the Recorder Special Revenue Fund. The Project budget and expenses are summarized in the Accumulated Capital Outlay Fund (BU 1678) (Attachment B).

 

DISCUSSION:

 

The Project reconfigured the lobby to provide more efficient space to support Recorder’s public operations.  The lobby improvements included fire/life safety and accessibility upgrades, construction of new walls and transaction counters, new casework, electrical power modifications, data/voice, new access card reader and relocation of security cameras.  During the course of construction, two change orders totaling $10,131 were approved.

 

ALTERNATIVES:

 

The Board could choose not to execute and record the Notice of Completion.  This action is not recommended since American River Construction has successfully fulfilled the terms of the contract.  Failure to adopt the Notice of Completion will prevent release of retention funds and payments to the General Contractor, which could result in adverse claims.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of Assessor-Recorder participated in the project design and construction. The Department of Resource Management/Building and Safety Division inspected the project improvements for code compliance.
