DEPARTMENTAL RECOMMENDATION:

 

The Workforce Development Board of Solano County (WDB) recommends that the Board of Supervisors:

 

1.                     Approve a first contract amendment with California Human Development for $300,000 for a total contract amount of $600,000 to provide youth workforce services under the Workforce Innovation and Opportunity Act (WIOA) for the current period through June 30, 2027;

 

2.                     Delegate authority to the County Administrator to execute the agreement and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999 per fiscal year; and

 

3.                     Authorize the Executive Director of the Workforce Development Board of Solano County to execute any amendments to this agreement that are technical or administrative in nature and have no fiscal impact.

 

SUMMARY/DISCUSSION:

 

The WDB develops and administers several contracts each fiscal year based on federal, state and local funding for regional and local program services. Contracts also include service agreements to maintain the overall infrastructure of the organization.

 

In March 2025, the WDB conducted the Career-In Focus Request for Proposals (RFP) to provide youth focused employment services, funded by WIOA. Through this process, California Human Development (CHD) was selected as the youth provider. The original contract was approved by the Board on June 24, 2025 with a term of July 1, 2025 through June 30, 2026. The program focuses on out-of-school youth ages 16-24, with an emphasis on those from rural or agricultural communities such as Dixon and Rio Vista, youth impacted by the COVID-19 pandemic, and individuals who are low-income, skills deficient, or have limited English proficiency.

 

The WDB is recommending approval of a one-year $300,000 contract amendment with CHD to continue as the WIOA youth program services provider targeting out-of-school youth ages 16-24. The contract amendment was approved by the WDB Board of Directors at their May 15, 2026 meeting.

 

FINANCIAL IMPACT:

 

The funding to cover the cost of this contract amendment is included in WDB’s FY2026/27 Requested budget.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to approve the contract amendment to extend youth services for an additional year and instead provide direction to conduct a new procurement for services. However, CHD has demonstrated positive program performance and increased service delivery throughout the first year of the contract. Re-procuring a new provider at this time could disrupt continuity of services for barriered out-of-school youth currently participating in the program and delay outreach, enrollment, and work experience activities for eligible youth throughout Solano County. Additionally, the WDB would lose the benefit of CHD’s established relationships, operational knowledge, and understanding of the specific workforce and supportive service needs of the target youth populations being served.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved the contract amendment for legal sufficiency.
