DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve a third contract amendment with Victor Community Support Services, Inc. for $350,000 for a total contract amount of $1,375,000 to provide outpatient mental health services to children eligible for the Early and Periodic Screening, Diagnosis and Treatment Medi-Cal program for the current period through June 30, 2025; and delegate authority to the County Administrator to execute the amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.

 

SUMMARY/DISCUSSION:

 

Victor Community Support Services provides outpatient mental health services for children and adolescents under the Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Medi-Cal program. The County is required to provide EPSDT mental health services to clients under 26 years of age that are covered under the Medi-Cal program. Services provided include assessment, individual therapy, rehabilitation, group therapy, group rehabilitation, family therapy, case management, plan development, medication management, crisis intervention, and intensive case coordination.

 

Due to the increased number of clients being transferred from Kaiser Permanente to Solano County Behavioral Health, Victor Community Support Services, Inc. has increased staffing capacity to allow them to see more children, adolescents, and young adults covered under the EPSDT program. As behavioral and mental health challenges continue to increase among Solano County’s youth, funding to bolster staffing capacity and limit waiting times is vital to serving children requiring these services. This third amendment will provide more children and young adults with outpatient mental health services under the EPSDT Medi-Cal program.

 

The original contract, approved by the Board on June 25, 2024, with Victor Community Support Services for $1,025,000 was to provide outpatient mental health services to children 0-5 years of age and children/youth 6-21 years of age that are eligible for the EPSDT Medi-Cal program for the period of July 1, 2024 through June 30, 2025. The September 10, 2024 first amendment modified the scope of work to serve children/youth 0-26 years of age, and updated billing rates and codes without affecting the contract amount or duration. The second amendment of March 11, 2025 updated billing rates and codes without affecting the contract amount or duration.

 

In FY2023/24, Victor Community Support Services served 190 children/youth. Currently, Victor Community Support Services is serving 281 children/youth clients, an increase of 91 clients. With the Board’s approval of this third amendment, Victor will provide more children and young adults with outpatient mental health services under the EPSDT Medi-Cal program.

 

FINANCIAL IMPACT:

 

This third contract amendment is funded with Short Doyle Medi-Cal Federal Financial Participation (FFP), Short Doyle Medi-Cal State General Fund (SGF), and 2011 Realignment revenue. There are sufficient appropriations for this contract amendment in the Department’s FY2024/25 Adopted Budget. There is no additional impact on the County General Fund.

 

The cost of preparing the agenda item is nominal and absorbed by the Department’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board of Supervisors may choose not to approve this contract amendment. This is not recommended as it would prevent the County from providing medically necessary EPSDT services to clients 26 years and under who are currently enrolled in Medi-Cal. These services are vital to ensuring that children and adolescents receive appropriate mental health services to correct and ameliorate their mental health symptoms.
