DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board approve the reappointment of Neely McElroy, Deputy Director, Health and Social Services (H&SS), Child Welfare Services, to the First 5 Solano Children and Families Commission for the term of December 16, 2024 through December 15, 2028.
SUMMARY/DISCUSSION:
The First 5 Solano Children and Families Commission was established by the Solano County Board of Supervisors on June 8, 1999. The ordinance established a commission with nine members, including two representatives of the County Health and Social Services Department. The department is recommending the reappointment of Neely McElroy, Deputy Director, H&SS, Child Welfare Services (CWS).
Ms. McElroy has been with Solano County H&SS since 2019 and has served on the First 5 Solano Children and Families Commission since May 5, 2022. In addition to managing a division of over 100 employees who are tasked with ensuring the safety of Solano County’s youngest residents, Ms. McElroy has been instrumental in implementing AB 2083: Children and Youth System of Care, a trauma-informed system of care signed into law on September 27, 2018, to increase coordination among child-serving agencies. Ms. McElroy is the current chair of the First 5 Solano Children and Families Commission, bringing her expertise and dedication to the youngest children and families in Solano County.
FINANCIAL IMPACT:
There is no impact the County General Fund with this reappointment. The costs of preparing the agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board may choose not to approve this reappointment to the First 5 Solano Children and Families Commission. This is not recommended as Ms. McElroy brings professional and personal knowledge to the Commission, which enhances its ability to fulfill its roles within the community.
OTHER AGENCY INVOLVEMENT:
The Department of Health and Social Services worked with First 5 Solano staff on this reappointment.
