DEPARTMENTAL RECOMMENDATION:

Supervisor Brown requests that the Board of Supervisors approve the reappointment of Ross Sagun to the Airport Land Use Commission, representing District 2, for a term to expire on May 8, 2028. Mr. Sagun has served on the Airport Land Use Commission since 2016.

SUMMARY:

The purpose of the Airport Land Use Commission (ALUC) is to promote compatibility between airports within the county and the land uses which surround them. The ALUC is responsible for the preparation of Land Use Compatibility Plans for each public use or military airport located in Solano County.

Ross Sagun is a highly experienced recently retired senior airline captain with more than 50 years of flight experience and more than 30 years as an air safety representative. Mr. Sagun has approximately 30,000 domestic and international flight hours in both major airline and general aviation aircraft. His FAA type ratings include various versions of the Boeing 747, Boeing 777, McDonnell Douglas DC10, and Boeing 737. Mr. Sagun has flown for one of the world’s largest international airlines since 1978, and as captain from 1991 until his retirement in 2019. He is also a former full-performance-level (FPL) air traffic controller.

Mr. Sagun has also served on the Air Traffic Procedures Advisory Committee (ATPAC) reporting to the FAA Administrator on new or significantly revised air traffic control (ATC) procedural concepts charts, diagrams, and illustrations, identifying their relevance to current, revised, or proposed ATC procedures and concepts.

Mr. Sagun’s areas of expertise include Federal Air Regulations (FAR) Part 121 airline operational safety issues, turbulence injury investigation and mitigation, passenger disruptions, domestic and international flight operations, regulatory and flight operations manual compliance, flight crew performance, crew resource management and coordination, cockpit-related human factors issues, compliance with company procedures, aircraft limitations, navigation and communications procedures, standard operating procedures, and best practices.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2023/24 Working Budget.

ALTERNATIVES:

The Board can choose not to reappoint Ross Sagun to the Airport Land Use Commission, but this is not recommended, as Mr. Sagun is well qualified and has been a dependable member of the ALUC since 2016.
