RECOMMENDATION:

Adopt a Resolution determining that Application No. ALUC 26-06 (Solano County Housing Element Update) is conditionally consistent with the Travis Air Force Base (AFB), Nut Tree, and Rio Vista Airport Land Use Compatibility Plans (LUCP).

DISCUSSION:

Introduction

Cal. Public Utilities Code section 21676(b) of the State Aeronautics Act requires the Airport Land Use Commission (ALUC) review zoning regulation changes within an Airport Influence Area.

Project Description

The County of Solano is in the process of updating its zoning regulations in Chapter 28 of the Solano County Code to revise and update sections consistent with the Solano County 2023-2031 Housing Element and state law.

In summary, the text amendments include:

•                     Updates to the Agricultural Employee Housing standards.

•                     Updates to Community Care Facility standards.

•                     Updates to Emergency Shelter standards and addition as an allowed land use in the RTC-MF zoning district.

•                     Addition of a Low Barrier Navigation Center land use in the Residential - Traditional Community Multi-Family (RTC-MF) zoning district.

•                     Updates to Residential Care Facility standards.

•                     Updates to Supportive housing standards.

•                     Addition of a Density Bonus and Affordable Housing Incentives Program.

The Solano County Planning Commission held a noticed public hearing on May 7th, 2026, to consider these zone text amendments and adopted a resolution recommending approval by the Board of Supervisors.

The amendments will be considered by the Board of Supervisors at a future to be determined date.

A copy of the proposed amendments in redline format is included as Attachment B.

AIRPORT PLANNING CONTEXT & ANALYSIS:

Zoning regulation amendments must undergo review by the ALUC for consistency with the applicable LUCPs. Changes to the Solano Zoning Regulations only apply to the unincorporated areas of the County of Solano. Staff evaluated ALUC 26-06 using the compatibility zone criteria for Travis AFB, Nut Tree, and the Rio Vista Airport Land Use Compatibility Plans as it applies to the unincorporated area. The proposed amendments do not affect regulations related to flight hazards such as structural heights of objects, hazards related to bird attraction, electrical inference, glare and other flight hazards.

Staff’s analysis of the project is summarized below and in Attachment A.

The majority of the zoning amendments do not increase density or allow new land uses that conflict with the Travis AFB, Nut Tree, and Rio Vista Airport Land Use Compatibility Plans.

Two notable changes are as follows.

1.                     The Emergency Shelter land use allows for use of commercial and industrial buildings otherwise allowed by zoning to be converted into residential space.  This land use is being added to the RTC-MF zoning district which is located in Compatibility Zone E of the Travis AFB LUCP and is compatible with the applicable standards.

2.                     HCD Employee Housing - 7 or more employees will increase the maximum number of beds from 12 to 36, potentially raising density and intensity concerns, which may conflict with Compatibility Zones A, B1, and B2 of the Travis AFB ALUCP.

Although the proposed zone text amendments are intended to conform local regulations to state law requirements, compliance with state housing law does not, by itself, resolve airport compatibility considerations. The Commission's concern is not necessarily the adoption of the zone text amendments themselves, but the housing developments, conversions, expansions, or remodels that may be authorized or facilitated by the zone text amendments. The Airport Land Use Commission retains its independent statutory responsibility to evaluate whether residential uses and occupancy levels resulting from the zone text amendments are consistent with the applicable Airport Land Use Compatibility Plan, including standards relating to safety, noise, overflight, population concentration, and land use compatibility. Nothing in the proposed zone text amendments should be construed to exempt future employee housing projects from applicable airport compatibility requirements.

Analysis Finding

Based upon staff’s review, staff finds the proposed changes comply with the requirements of the compatibility zones to protect flight and are consistent with the Travis AFB, Nut Tree, and Rio Vista Airport Land Use Compatibility Plans subject to the following condition:

A. Employee housing projects proposed within Travis Air Force Base Land Use Compatibility Plan Compatibility Zones A, B1, and B2 shall remain subject to, and comply with, the maximum residential density and population intensity standards established by the Travis Air Force Base Land Use Compatibility Plan.
