DEPARTMENTAL RECOMMENDATION:
The Department of Human Resources recommends that the Board of Supervisors adopt a resolution amending the List of Numbers and Classifications of Positions to extend 1.0 FTE Limited-Term Community Services Coordinator and 1.0 FTE Limited-Term Health Education Specialist through June 30, 2025; and Delegate authority to the Director of Human Resources to make any technical corrections.
SUMMARY/DISCUSSION:
On December 6, 2022 the Board adopted a personnel resolution which included the addition of 1.0 FTE Limited-Term Community Services Coordinator and 1.0 FTE Health Education Specialist through July 31, 2024 in the Department of Health and Social Services (H&SS), Public Health (PH) Division, to continue work to address health disparities exacerbated during the COVID-19 pandemic, funded with Epidemiology, Laboratory and Capacity (ELC) Enhancing Detection Expansion funds.
H&SS, PH is now requesting to extend these two FTE through June 30, 2025 to support the H&SS, Behavioral Health Division’s Homeless Street Outreach efforts. The Health Education Specialist will provide health education around unmanaged chronic disease and reproductive health, provide case management linkages to healthcare and sexually transmitted disease (STD) screening. The Community Services Coordinator will also support case management linkages to healthcare, social services supports, rapid rehousing and permanent housing; manage contracts with local nonprofit organizations; and develop an evaluation framework.
FINANCIAL IMPACT:
The estimated annual cost of the 2.0 FTE is $336,000 and is funded with Public Health Intergovernmental revenue and included in the H&SS, PH’s FY2024/25 Requested Budget. The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.
ALTERNATIVES:
The Board could choose not to extend the 1.0 FTE Community Services Coordinator or the 1.0 FTE Health Education Specialist; however, H&SS, PH has indicated a need for the services performed and is funding the positions through PH IGT.
OTHER AGENCY INVOLVEMENT:
The Department of Health and Social Services, Behavioral Health Division coordinated with the Public Health Division on the identification of specific roles and responsibilities of the 2.0 FTE Limited-Term positions.
