DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board of Supervisors:

 

1.                     Authorize the Director of Resource Management to solicit for bid, award, and execute the Rio Vista Corporation Yard Garage/Benicia Communication Tower Project, Lighting Improvements Project, On-Call Dead Tree Removal Project 2025, HSIP 11 environmental services consultant, Maine Prairie Bridge design consultant, and Maine Prairie Bridge environmental consultant for a total of $3,200,000; and

 

2.                     Authorize the Director of Resource Management to make necessary amendments to these executed contracts within budgeted appropriations.

 

SUMMARY:

 

The Department of Resource Management (Department) will need to solicit for bid, award, and execute up to $3,200,000 in contracts for the following projects to continue the 2025 construction season:

 

1.                     Rio Vista Corporation Yard Garage/Benicia Communication Tower Project, with a contract cost of $2,200,000;

2.                     Lighting Improvements Project, with a contract cost of $250,000;

3.                     On-Call Dead Tree Removal Project 2025, with a contract cost of $250,000;

4.                     Highway Safety Improvement Program (HSIP) Cycle 11 environmental services consultant, with a contract cost of $100,000;

5.                     Maine Prairie Bridge design consultant, with a contract cost of $250,000; and

6.                     Maine Prairie Bridge environmental consultant, with a contract cost of $150,000.

 

Each contract will be bid and/or solicited separately. With the Board’s authorization, the Department will solicit, award, and execute contracts to facilitate the contract work. The Board’s authorization will also grant the Director authority to approve necessary technical amendments to address minor changes to the scope of work, term extensions, change orders, and amendments within budgeted appropriations.

 

FINANCIAL IMPACT:

 

There is no impact to the General Fund. Contracted services will be funded by the Road Fund with reimbursement anticipated for up to $1,440,000 in the following amounts:

 

1.                     $700,000 from the Department of Information Technology for construction of the Benicia Tower communications equipment building;

2.                     $250,000 from the Consolidated Services Lighting District;

3.                     $90,000 in Federal Highway Safety Improvement Program Cycle 11 funds; and,

4.                     $400,000 in Federal Highway Bridge Program funds for the Maine Prairie Bridge.

 

The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.

 

DISCUSSION:

 

Rio Vista Corporation Yard Garage/Benicia Communication Tower Project ($2,200,000)

The Rio Vista Corporation Yard and the Benicia Communications Tower site both have structures that need to be replaced and therefore will be contracted jointly using a design-build process utilizing the best value bidder. The garage structure at the Rio Vista Corporation Yard, built in the 1950’s, is dilapidated and needs to be demolished. Work will include further lead and asbestos surveys to ensure proper disposal of materials during demolition. The new steel garage structure will include new storage space, security lighting, and a new truck wash facility.

 

The aged equipment storage building at the Benicia Communications Tower site will be replaced with a new structure built immediately adjacent to the existing site. The new structure effort will entail site grading, concrete foundation, building placement, grounding, and electrical work. Once the new structure is placed and the communications equipment is transferred (without interruption to service), the old structure will be demolished.

 

Lighting Improvements Project ($250,000)

The Department will be installing new poles and LED lights at approximately 15 locations, mostly in the unincorporated Vallejo area. The lights will be solar powered with battery back-ups, which will not require a contract with PG&E. 

 

On-Call Dead Tree Removal Project 2025 ($250,000)

The Department will be removing dead and at-risk trees in Pleasants Valley, at Lake Solano Park, and at various dead-end intersection locations. The remainder of the contract will be retained to deal with trees that need removal over the next few years.

 

HSIP 11 environmental services consultant ($100,000)

The Department has begun environmental and design work on several HSIP projects that will be constructed over the next few years. Environmental consulting services are needed to perform various biological, historical, and archaeological surveys at various locations being identified through the environmental clearance process.

 

Maine Prairie Bridge design consultant ($250,000)

The Department has begun design work on the Maine Prairie Bridge replacement project that will be designed over the next 4 years. Structural design consulting services are necessary to assist the Department with the specialized engineering needed for the foundation system, structural span calculations, and seismic analysis.

 

Maine Prairie Bridge environmental consultant ($150,000)

The Department has begun environmental work on the Maine Prairie Bridge replacement project that will be constructed over the next 5 years. Environmental consulting services are needed at the Bridge location to perform various biological, historical, and archaeological surveys through the environmental clearance process.

 

ALTERNATIVES:

 

The Board may choose not to authorize the solicitation, award, or execution of these contracts. This is not recommended as the contracts are necessary to advance and complete the Department’s work plan, projects anticipated in the CIP and within Federal funding timelines.

 

OTHER AGENCY INVOLVEMENT:

 

None.
