DEPARTMENTAL RECOMMENDATION:
The Department of Information Technology (DoIT) recommends the Board of Supervisors adopt a resolution and plaque of appreciation honoring Laura San Nicolas Tagliaboschi, Information Technology Senior Manager, upon her retirement from the Department of Information Technology with over 30 years of dedicated public service to Solano County.
SUMMARY/DISCUSSION:
Laura San Nicolas Tagliaboschi began her distinguished career with Solano County on December 18, 1994 as a Quality Assurance Specialist in the Health and Social Services (H&SS) Mental Health Division supporting the Mental Health services system portfolio. In her Quality Assurance role, she worked closely with program managers and clinicians in the Mental Health Division to revamp billing processes, reducing blocked claims from $250,000 per quarter to nearly zero. She standardized documentation, ensured compliance with state requirements, and enhanced transparency in operational practices. Her efforts improved the division’s efficiency and fiscal accountability, leaving a lasting impact on operational standards.
In DoIT, Ms. Tagliaboschi progressed through various roles, including IT Systems Analyst Principal culminating in her promotion to IT Senior Manager in 2022. She managed critical projects, including implementing and upgrading the Behavioral Health Electronic Health Record system and adapting IT operations to support remote work during the COVID-19 pandemic. Laura also transformed IT services from technical support to application engineering, establishing reliable self-service data platforms that advanced decision-making and service delivery. Her leadership in deploying systems such as CalSAWS and OCHIN Epic demonstrated her ability to drive innovation and improve outcomes for the County.
Over her tenure, Ms. Tagliaboschi significantly contributed to the County’s H&SS Department and the Department of Information Technology. Laura San Nicolas Tagliaboschi’s career exemplifies dedication, innovation, and leadership, significantly advancing the County’s operational capabilities and community services. Her legacy of excellence warrants this formal recognition.
FINANCIAL IMPACT:
The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board may choose not to adopt this resolution and approve this plaque of appreciation; however, this is not recommended because this is an opportunity to recognize Ms. Tagliaboschi for her dedication and outstanding contributions to the County.
