DEPARTMENTAL RECOMMENDATION:

The Department of Information Technology/Registrar of Voters (ROV) recommends the Board of Supervisors receive a presentation on preparations and logistics for the upcoming November 5, 2024 General Election.

SUMMARY/DISCUSSION:

The ROV is charged with administering elections in Solano County. The guiding principles of the ROV include:

•                     Ensuring all elections are fair and free to all eligible voters;

•                     Conducting elections in a manner that is transparent and results are trustworthy;

•                     Ensuring only one vote is cast per eligible voter no matter the voting method;

•                     Maintaining the highest professional standards for accountability, security and integrity in all elections; and

•                     Encouraging the highest level of eligible voter participation.

The ROV anticipates conducting the November 5, 2024 General Election using the same methods and options for voting as was successfully executed in the past three county-wide elections, including:

•                     All registered voters will receive vote-by-mail (VBM) ballots starting October 7th;

•                     15 locations will be available starting 30 days before the election for ballot drop off, including the ROV office;

•                     10 additional locations will be available starting 5 days before the election for curbside ballot drop off;

•                     70 locations will be available for in-person voting on election day.

In the presentation, the ROV will provide details on the processes in place for physical security, daily election audits, vote by mail processing and the timing of election results posting.

For the upcoming General Election, the ROV anticipates certifying results on December 3 as required by Assembly Bill 3184 which requires all counties to hold certifying results until the 28th day after the election.

FINANCIAL IMPACT:

There is no direct financial impact related to this presentation.  The anticipated cost to conduct the General Election is included in the FY2024/25 Working Budget and is estimated at an expense of $3,728,537. It is estimated that $864,655 will be reimbursed to the department for candidate statements and other filing fees. The remaining costs is not eligible for reimbursement and is a cost to the General Fund.

ALTERNATIVES:

The Board could choose to not receive this presentation from the ROV; however, this is not recommended as this presentation provides an opportunity to update the Board and the public on the options for voting in the upcoming General Election.
