DEPARTMENTAL RECOMMENDATION:

The Auditor-Controller’s Office recommends that the Board of Supervisors adopt a resolution and plaque of appreciation honoring Horacio Noel Buitrago, Accounting Technician, upon his retirement from the Auditor-Controller’s Office with over 25 years of dedicated public service to Solano County.

SUMMARY & DISCUSSION:

Horacio Noel Buitrago will be retiring on May 14, 2026, from his position as an Accounting Technician with the Auditor-Controller’s Office, General Accounting Division, concluding more than 25 years of dedicated service to Solano County.

Noel began his career with Solano County on September 18, 2000, as an Accounting Clerk I in the General Accounting division. He advanced to Accounting Clerk III on April 15, 2001, and was later promoted to Accounting Technician on February 11, 2018.

In his role as Accounting Technician, Noel served as the lead in tracking and maintaining the County’s fixed assets. His work ensured compliance with accounting standards and supported audits related to fixed assets. He played a key role in implementing a color-coded classification system for fixed assets and was responsible for overseeing and monitoring more than 28,000 assets with a total value exceeding $1.2 billion.

Throughout his career, Noel demonstrated dedication, commitment, loyalty and dependability. His contributions and steadfast service have been of great value to the Auditor-Controller’s Office and to Solano County.

Noel will be greatly missed. We extend our sincere appreciation for his years of service and wish him a long, happy, and healthy retirement.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item and the preparation and purchase of the resolution materials and plaque are included in the Board’s FY2025/26 Working Budget.

ALTERNATIVES:

The Board of Supervisors could choose not to adopt the resolution and plaque honoring Horacio Noel Buitrago for his years of service; however, this alternative is not recommended because his service to Solano County is worthy of recognition and provides a positive example for others.
