DEPARTMENTAL RECOMMENDATION:

 

Supervisor Williams requests that the Board authorize acceptance of unanticipated sponsorship grant funds for District 3 totaling $4,000 received from Kaiser Permanente ($1,500), Partnership HealthPlan of California ($1,500) and Valero ($1,000) for the current period through June 30, 2025 to cover expenditure costs of the Black Maternal & Infant Health Birth Justice Seminar which was a joint effort of Supervisor Williams - District 3, Solano Commission for Women and Girls (SCWG) and Solano County Health and Social Services; and Approve an Appropriation Transfer Request for $4,000 to recognize the unanticipated funds to District 3 (4/5 vote required)

 

SUMMARY/DISCUSSION:

 

Supervisor Williams, in conjunction with SCWG and Solano County Health & Social Services’ Black Infant Health Program, held the Healing Our Future: Addressing Black Maternal and Infant Health Birth Justice Seminar on Saturday, April 12, 2025.  The intent of the seminar was to inform the local community of the health disparities faced by Black Woman and Infants with a focus of seeking preventative solutions.

 

The Centers for Disease Control and Prevention’s (CDC) data shows that Black women are two to three times more likely to die from pregnancy-related complications than white women, with most of the maternal deaths being preventable.  This heightened risk spans all income and education levels.  While Black infants are almost four times as likely to die from complications related to low birth weight compared to white infants and 3 times more likely to experience sudden infant death syndrome as white infants.

 

Solano County’s own BabyFirst Solano Collaborative has reported that “in Solano County, health outcomes for pregnant women and infants fall short of National standards, especially when broken down by race and ethnicity.  For example, African American infants in Solano County are nearly twice as likely to be born at low birth weight (5 pounds, 8 ounces or less) and more likely to die before their first birthday than their counterparts”.

 

Medical professionals, doulas, black moms and dads all provided information on their experiences related to the birthing experience and the impact of utilizing available resources throughout the birthing experience as a means of advocating for moms and babies to achieve better outcomes.

 

FINANCIAL IMPACT:

 

The funds will be used cover all expenditures incurred by Supervisor Williams’ office related to the seminar. There is no impact to the County General Fund. The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board can choose not to approve the ATR to allocate these funds; however, these funds were received and are available to cover expenses already incurred.

This report was prepared in coordination with the County Administrator’s office and the County Auditor/Controller’s office.
