DEPARTMENTAL RECOMMENDATION:

 

The Workforce Development Board (WDB) of Solano County recommends that the Board of Supervisors:

 

1.                     Approve the Workforce Development Board of Solano County’s Application to the California Workforce Development Board for Local Workforce Area Subsequent Designation and Local Workforce Board Recertification; and

 

2.                     Authorize Board Chair to Sign the Application.

 

SUMMARY:

 

The federal Workforce Innovation and Opportunity Act (WIOA) requires local elected officials to appoint a business-led Workforce Development Board for the local Governor-designated service area. The Board of Supervisors, as local elected officials and as authorized in Section 107 (c)(1)(A) of the federal PL 113-128 Workforce Innovation and Opportunity Act (WIOA) of 2014, are the designated approver of the submittal of the required “Local Area Subsequent Designation and Local Board Recertification Application for Program Year 2025-27” to the State of California.

 

The Local Area Subsequent Designation and Local Board Recertification Application for Program Year 2025-27 was submitted to the State by the required deadline of April 7, 2025 as an “administrative submittal” without required signatures. Signatures will be submitted once they have been obtained.

 

Upon State approval, the WDB will be certified for two years through June 2027.

 

FINANCIAL IMPACT:

 

The WDB does not receive general funds from the County. The work in preparing and finalizing this application has been accounted for with baseline WIOA allocations.

 

DISCUSSION:

 

WIOA requires establishment of local service areas and the appointment by local elected officials of WDBs to guide and oversee the WIOA grant programs, in partnership with the local elected officials. The Governor must recertify local boards and approve local workforce development area designation every two years.

 

The State requires Solano County to submit the following via the attached form:

                     A compliant membership for the Workforce Board;

                     Assurance on sustained fiscal integrity in operations;

                     Certifying it has performed successfully by meeting negotiated performance goals in Program Year 2022-23 and Program Year 2023-24;

                     Description of ways the local area is engaged in regional planning;

                     Assurance on local area administrative compliance; and

                     Signatures of the Board Chair and Chief Local Elected Official.

 

The WDB has met the required items for submission. The current Workforce Board consists of 25 members that are compliant with the board-required categories which is compliant in terms of representation, understanding that two business seats and two workforce entities are currently vacant. WDB staff is currently in the process of filling these vacancies.

 

ALTERNATIVES:

 

The Board of Supervisors could take action to delay submittal of the Local Area Subsequent Designation and Local Board Recertification Application for Program Year 2025-27 based on a need for revisions or clarifications to the submittal materials; this is not recommended as it would jeopardize the timely approval of the Application to be effective July 1, 2025.

 

OTHER AGENCY INVOLVEMENT:

 

The County Administrator’s Office has been consulted and concurs with the recommendation.
