DEPARTMENTAL RECOMMENDATION:

 

The Director of Human Resources recommends that the Board of Supervisors approve a contract with Sloan Sakai Yeung & Wong, LLP, for an amount not to exceed $260,000 for the period of July 1, 2025 through June 30, 2026 to represent the County in labor negotiations and provide related technical assistance; and Delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.

 

SUMMARY:

 

The County has 23 bargaining groups which include 19 collective bargaining agreements with the same expiration date (e.g., October 25, 2025). To help manage the simultaneous collective bargaining process, the County has historically contracted some of its labor negotiations bargaining tables to support the Department of Human Resources during this process. This decreases the impact to regular Human Resources operations and facilitates a streamlined and efficient bargaining process. In addition to the labor negotiations assigned to the contractor, negotiations will also be distributed among the Director of Human Resources, Assistant Director of Human Resources, and the Human Resources/Labor Relations Manager. In preparation for the 2025 labor negotiations, the County has secured a contract with Sloan Sakai Yeung & Wong, LLP for FY2025/26 (Attachment A).

 

FINANCIAL IMPACT:

 

The contract amount of up to $260,000 is included in the Department of Human Resources' FY2025/26 Recommended Budget.   

 

ALTERNATIVES:

 

The Board of Supervisors may choose not to execute this contract; however, this alternative is not recommended as Human Resources does not have the staffing level to handle all bargaining tables simultaneously.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed the contract to ensure it meets all of the legal and contractual requirements; and the County Administrator’s Office will be consulted throughout the labor negotiations.
