DEPARTMENTAL RECOMMENDATION:

 

The Department of Health & Social Services (H&SS) recommends that the Board of Supervisors approve a contract with Children’s Choice Dental for $49,500 to provide anesthesia services to eligible children between the ages of 0-18 and includes the use of a County owned anesthesia machine for the time period covering July 1, 2015 through June 30, 2016; and Authorize the County Administrator to execute the agreement.

 

SUMMARY/ DISCUSSION:

 

The County of Solano acquired an anesthesia machine known as a Total Intravenous Anesthesia (TIVA) workstation with the intent of providing deep sedation services for Family Health Services pediatric patients. However, the specialty services have only been available by contracting with dental clinics in Sacramento. The Department is requesting approval to place the County’s TIVA machine in the Children’s Choice Dental Clinic in Vacaville to provide deep sedation services to our residents within Solano County.

 

The County Administrator has delegated authority to sign contracts under $50,000; however, the County’s Fixed Asset Policy states that specific authority from the Board is required for any County-owned property that is sold, donated, exchanged or loaned. Approving the contract, which includes the placement of the County’s TIVA workstation in the Children’s Choice Dental Clinic in Vacaville, will result in expanded services being provided to Solano County residents.

 

Financing:

 

The funding of $49,500 associated with the contract with Children’s Choice Dental is provided through Federally Qualified Health Services (FQHC) revenue, and was included in the Department’s FY 2015/16 approved budget. There is no additional impact to the County General Fund.

 

Alternatives:

 

The Board may choose not to approve the contract with Children’s Choice Dental. This is not recommended because patients would not be afforded the ability to receive deep sedation dental pediatric care and treatment within the County.

Other Agency Involvement:

 

H&SS worked with County Counsel and Risk Management to develop the terms associated with the placement of County owned equipment on their premises of the Children’s Choice Dental Clinic in Vacaville.
