DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Adopt a resolution authorizing the grant of a non-exclusive easement and right of entry to Solano Irrigation District for the installation of a pipeline to convey water across the County-owned parcel at 2543 Cordelia Road, Fairfield (APN 0044-250-080); and
2. Authorize the County Administrator to execute the Grant of Easement, Right of Entry Agreement, and any other associated necessary documents, including recording the non-exclusive easement deed, as required.
SUMMARY/DISCUSSION:
The General Services Department is recommending the Board approve a resolution (Attachment A) authorizing the grant of a non-exclusive easement and Right of Entry Agreement to Solano Irrigation District (Attachment B and C) to install and maintain of a new water pipeline across the County-owned parcel at 2543 Cordelia Road, Fairfield (APN 0044-250-080).
The easement and right of entry are necessary to allow Solano Irrigation District to construct a replacement water line serving the Young Lateral (irrigation lateral) in the event the existing pipeline, located beneath the I-80 westbound truck scale, requires replacement due to age or condition. The easement area covers approximately 0.799 acres and must remain accessible for both construction and future maintenance activities. Solano Irrigation District will be solely responsible for all construction, installation, repair, and ongoing maintenance of the water pipeline in the easement area, as well as restoring any damage caused during access or construction activities on County property. The proposed pipeline, Caltrans and County property lines, and the easements and right of entry areas are shown in Attachment D.
This easement and right of entry are the result of coordination between Solano County, Solano Irrigation District, Solano Transportation Authority, and Caltrans as part of a broader infrastructure planning related to the Westbound I-80 Cordelia Truck Scales Project. Conveyance of the easement and approval of the Right of Entry Agreement are in the best interest of the County and the general public, ensuring long-term irrigation service while supporting the regional project implementation.
Approval of the resolution will authorize the County Administrator to execute the Grant of Easement, Right of Entry Agreement, and any related documents, including recording as required.
FINANCIAL IMPACT:
This easement will result in an unanticipated revenue of $6,900, based on the appraised fair market value of the conveyed property rights. Proceeds from the easement will be placed in the Accumulative Capital Outlay fund, Budget Unit 1977.
The County’s costs to process and record the easement, as well as the associated costs for preparing this agenda item, are nominal and absorbed by the department’s FY2025/26 Working Budget.
ALTERNATIVES:
The Board could elect not to approve the easement and right of entry; however, this is not recommended because the non-exclusive easement and right of entry agreement are required to for Solano Irrigation District to construct and maintain a replacement water pipeline across County property to serve the Young Lateral in the event the existing water pipeline fails or is decommissioned.
OTHER AGENCY INVOLVEMENT:
General Services staff has consulted with County Counsel, County Surveyor, Solano Irrigation District, Solano Transportation Authority, and Caltrans in preparing the Grant of Easement and Right of Entry Agreement.
