DEPARTMENTAL RECOMMENDATION:

 

The Registrar of Voters (ROV) recommends that the Board of Supervisors approve the consolidation of elections for cities and special districts in the General Election to be held on Tuesday, November 5, 2024.

 

DISCUSSION/SUMMARY:

 

Twenty-one districts have requested approvals for ROV to conduct the election for their associated district board members and local measures, and that their elections be consolidated with the General Election on November 5, 2024. The requests for the ROV to conduct their elections are provided in Attachment A.

 

The ROV has coordinated with the districts and assigned the following measure letters:

 

                     Regional Measure 4 - Bay Area Housing Finance Authority - Bay Area Affordable Plan - Bond Measure

                     Measure E - Vacaville Unified School District - Bond Measure

                     Measure F - City of Benicia - Sales Tax Measure

                     Measure G - City of Benicia - Limited City Charter Measure

                     Measure H - City of Benicia - Property Transfer Tax Measure

                     Measure J - City of Dixon - Sales Tax Measure

                     Measure K - City of Rio Vista - Sales Tax Measure

                     Measure L - City of Fairfield - Business License Modernization Measure

                     Measure M - City of Fairfield - Transient Occupancy Tax Measure

                     Measure R - Travis Unified School District - Bond Measure

                     Measure S - City of Suisun City - Sales Tax Measure

 

A summary of the federal, state and local offices, state propositions, and local measures that are included in the General Election on Tuesday, November 5, 2024 is shown in Attachment B.

 

In mid-August 2024, the ROV will be sending notices to remind voters of their options for voting in the upcoming election. The ROV will conduct the election in a similar manner to the 2024 Primary and 2022 elections based on the study of impact and use of polling places for in-person voting and vote by mail services. The following options will be available for all voters:

                     All voters will receive an official ballot in the mail within 30 days of the election;

                     Voters can choose to vote by the following:

o                     Mailing their ballot - postage is paid by the County;

o                     Dropping off their ballot at one of 16 staffed drop-off locations in the 30 days before the election;

o                     Dropping off their ballot at one of 86 locations on election day;

o                     Voting in-person at the ROV office for up to 30 days before and including election day; or

o                     Voting in-person at their assigned poll place on election day (up to 70 locations across the county).

 

FINANCIAL IMPACT:

 

The November 5, 2024 General Election has an estimated cost of $3,259,260 which is included in the ROV FY2024/25 Working Budget. It anticipated that the current budget is adequate to cover the inclusion of these additional local measures. An estimated $990,500 will be invoiced to local districts for ROV election services for inclusion of local measures on the ballot. The balance will be a General Fund cost as the General Election is not reimbursed by the State.

 

ALTERNATIVES:

 

The Board of Supervisors could deny the requests of districts to participate in this election; however, Elections Code §10418 provides for consolidation of local elections with a statewide election and ROV will be holding a General Election on November 5, 2024.

 

OTHER AGENCY INVOLVEMENT:

 

ROV has coordinated with all entities submitting requests for consolidation with the November 5, 2024 General Election and reviewed resolutions and related paperwork from each of the cities and districts mentioned herein.
