DEPARTMENTAL RECOMMENDATION:
The Department of Health & Social Services (H&SS) recommends that the Board of Supervisors receive an update on the Napa Solano Area Agency on Aging (AAA); approve the AAA Oversight Board requested changes to the Oversight Board bylaws; Authorize the County Administrative Office to execute contract amendments with current providers to distribute remaining AAA funds through June 30, 2019; and Approve 2 Appropriations Transfer Requests, one for $83,579 of unanticipated Supplemental Nutrition Assistance Program-Education services federal revenue, and the other for $132,549 to reclassify appropriations and transfer revenue to the Area Agency on Aging from the Mental Health Reserve (4/5 vote required).
SUMMARY
On December 10, 2018, the Napa Solano AAA held its first Oversight Board meeting at which time the Oversight Board reviewed and requested changes to the draft Oversight Board bylaws. The request is for the Board of Supervisors to approve the changes.
On September 11, 2018, the Board of Supervisors approved a resolution requesting designation as the AAA for PSA 28 and approved the final application to CDA including the Joint Exercise of Powers with Napa County and the proposed budget, and authorized the County Administrator to execute contracts associated with the new AAA. Authorization is now requested for the County Administrator to execute contract amendments for current service providers to distribute remaining AAA funds already allocated to PSA 28 by the CDA through June 30, 2019.
The requested ATR approvals are to accept Snap-Ed federal revenues and appropriate those revenues for the provision of Snap-Ed services, to transfer the County’s required AAA match from Non County Agency contribution budgeted in H&SS to the new Area Agency on Aging fund, and to transfer revenue from the Mental Health Reserve in H&SS to the new Area Agency on Aging fund.
FINANCIAL IMPACT:
The cost associated with preparing this Agenda Item is nominal and is absorbed by the Department’s FY2018/19 Approved Budget.
DISCUSSION:
At the first meeting of the Napa Solano AAA Oversight Board on December 10, 2018, the Oversight Board requested the following changes to the draft Napa Solano AAA Oversight Board bylaws: Article II Duties and Responsibilities, Section 1 add: “Conduct at a minimum once each fiscal year a public hearing, and discuss and approve a report concerning the activities carried out by the N/S AAA under the current Area Plan, which report shall be submitted annually to both County Boards of Supervisors.” Change Article V Officers, Section 2 Election to read: “At the last meeting of every year, the Oversight Board shall elect officers for the following year. The Chair shall be the member of the County Board of Supervisors (or its designee who is a member of the Oversight Board) from the county not represented by the at-large member, as provided in Article III, Section 1 (IV), and the Vice Chair shall be the other member of the County Board of Supervisors (or its designee). Terms for officers shall commence January 1 and be held for one (1) year”. Modify Article VI Amendments, Section 1 Amendments of bylaws to read “The bylaws may be amended at any meeting of the Oversight Board by a two-thirds (2/3) vote. Bylaw amendments shall be introduced at a meeting of the Oversight Board at least thirty (30) days prior to the subsequent meeting at which the vote is taken and may be altered after introduction. Except when reading is waived by regular motion adopted by majority vote, all bylaw amendments shall be read in full either at the time of introduction or passage.”
The total amount awarded by the California Department of Aging to the Napa Solano Area Agency on Aging in the current fiscal year is $1,823,359.00. There remains funding available in the categories Federal Title IIIB Supportive Services and Title IIIE Family Caregiver Services. Authorization is requested to complete contract amendments for existing service providers using funds already allocated to PSA 28 by the California Department of Aging. If existing providers indicate that they do not have the capacity or desire to expand services through June 30, 2019, AAA staff will identify and distribute to new service providers the remaining Federal Title IIIB Supportive Services and Federal Title IIIE Family Caregiver Services funds already allocated to the AAA by the California Department of Aging. It is anticipated services supported by this additional funding will supplement current, potentially inadequate supportive services and better address family caregiver needs in the communities served by the Napa Solano Area Agency on Aging.
ALTERNATIVES:
The Board could choose not to approve the requested bylaw changes; however, the Oversight Board has been appointed by the Boards of both Napa and Solano Counties to provide oversight of the new AAA and the changes have been requested by the Oversight Board. The Board could choose not to approve the request to authorize contract amendments for existing service providers; however, funds for PSA 28 have been allocated and may remain unspent and the services provided through these funds are beneficial to the community. The Board could also deny the request to approve the ATRs. Without approval, the AAA will not be able to provide Snap-Ed services or contribute the required AAA match funding.
