DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services, Public Health Division recommends that the Board of Supervisors approve a contract with Innovative Health Solutions for $146,000 to provide nutrition education activities to students in the Fairfield-Suisun Unified School District for the period October 1, 2024 through September 30, 2025, and delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.
SUMMARY/DISCUSSION:
The California Department of Public Health’s (CDPH) CalFresh Healthy Living Program provides grant funds to Solano County Department of Health and Social Services, Public Health Division, Nutrition Services Bureau, to provide community-based nutrition education and obesity prevention activities. Innovative Health Solutions will provide nutrition education classes and events for students and parents, allowing for enhanced, targeted nutrition promotion within the Fairfield-Suisun Unified School District, which meets the low-income criteria for participation in the program as most students are eligible for free or reduced-priced meals.
Innovative Health Solutions will implement program activities at school sites that promote policy, systems, and environmental change within school settings, including conducting the CDPH mandatory evaluation projects for direct education at school sites. Program activities will include working with teachers and Sustainable Solano, a community organization, to provide healthy eating and gardening education; working with the school district, school sites, and parents to offer healthy options in the school setting; and encouraging healthy lifestyles through physical activity. Solano Public Health and Innovative Health Solutions have a long-standing working relationship to promote healthy lifestyles in Solano County.
With the Board of Supervisors' approval of this contract, Innovative Health Solutions will continue its important work with Solano County youth.
FINANCIAL IMPACT:
This contract is funded through a grant received from the California Department of Public Health, CalFresh Healthy Living Program, for federal FY2024/25. There is no financial impact on the County General Fund. The cost of preparing the agenda item is nominal and absorbed by the Department’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board may choose not to approve this contract with Innovative Health Solutions. This is not recommended because it would prevent the Fairfield-Suisun Unified School District from providing enhanced evidence-based nutritional education to students and parents.
OTHER AGENCY INVOLVEMENT:
The Department worked with the Fairfield-Suisun Unified School District in the development of this contract.
