DEPARTMENTAL RECOMMENDATION:
The County Administrator’s Office recommends the Board of Supervisors receive an update from staff and the County’s federal and State Legislative Advocates on matters of interest to the County; and review and consider approval of Solano County’s proposed 2026 Federal Legislative Platform and proposed 2026 State Legislative Platform.
SUMMARY:
The Board of Supervisors adopts a Legislative Platform each year to provide policy direction on state and federal legislation affecting the County. The proposed 2026 Federal and State Legislative Platforms are focused, comprehensive documents that clearly define the County’s priorities for the coming year. To ensure the platforms remain relevant and responsive, the County Administrator’s Office annually solicits input from all County departments, as well as from the County’s lobbying partners, SYASL Partners and Paragon Government Relations. This collaborative process helps identify emerging challenges and opportunities associated with proposed legislation in the upcoming Congressional and State Legislative sessions and informs the Board’s consideration of positions that best advance the County’s interests.
FINANCIAL IMPACT:
The legislative program is designed to result in additional funding and/or cost avoidance relative to Solano County. The cost of preparing this report and compiling the information is a General Fund cost covered in the County Administrator’s FY2025/26 Working Budget.
DISCUSSION:
One of the primary goals of the County’s legislative program is to ensure timely and effective advocacy on state and federal issues that impact Solano County. The proposed 2026 Legislative Platforms provide the framework for advancing the County’s policy interests by guiding staff and the County’s legislative advocates in identifying and monitoring key legislative activities, preparing letters of support or opposition, coordinating lobbying efforts, and promoting County goals and objectives at both the state and federal levels.
The legislative priorities and issues included in the proposed platforms were developed through collaboration with County departments, their professional associations, and related nonprofit organizations, with additional input from the County’s legislative advocates, SYASL Partners and Paragon Government Relations. While the Platforms are designed to reflect the current challenges and opportunities presented by the State and federal government, new or unforeseen issues may emerge during the legislative session. In such cases, staff may return to the Board for further consideration and direction on matters not specifically addressed in the approved platforms.
Once adopted, the 2026 Legislative Platforms will be shared with members of the Solano County Legislative Delegation and made available to the public through the County’s Legislative Affairs webpage. The webpage provides access to bills tracked by the County during each legislative session, along with updates on the County’s positions and the status of key legislation.

In addition to the Legislative Platforms, Attachment E provides a high-level recap of the positions on bills the Solano County Board of Supervisors took during the 2025 state legislative cycle and their outcome at the end of the year.
ALTERNATIVES:
The Board may choose not to accept the Proposed 2026 Federal Legislative Platform and Proposed 2026 State Legislative Platform. The Board may also choose to accept the Legislative Platform in part or not at all. The Board may amend the Legislative Platform in any manner and at any time. The Board may choose not to approve any or some of the legislative proposals.

Solano County Administrator’s Office staff consulted with all County departments and our federal and State lobbyists at Paragon Government Relations and SYASL Partners, respectively.
