DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board of Supervisors adopt a resolution to:

 

1.                     Authorize the County Administrator to execute two individual Purchase and Sale Agreements and accept the Grant of Access Easement and Grant of Temporary Construction Easement over Yolo County Assessor Parcels 037-170-010 and 038-160-014 to the benefit of Solano County for the construction of the Stevenson Bridge Rehabilitation Project; and

 

2.                     Authorize the County Surveyor to facilitate the recordation of the Grant of Access Easement and Grant of Temporary Construction Easement over Yolo County Assessor Parcels 037-170-010 and 038-160-014 and the purchase of said easements related to the Stevenson Bridge Rehabilitation Project.

 

SUMMARY:

 

As a part of the Stevenson Bridge Rehabilitation Project (Project), the Department of Resource Management (Department) will need to acquire two separate easements on the north side of the Bridge to facilitate the construction and future maintenance of the Project.

 

Solano County, in agreement with Yolo County, is the Lead Agency for the Project. The Project requires the acquisition of necessary easements for construction, access and future maintenance of the Bridge. The Department has secured the necessary Purchase and Sale Agreements (Attachments A and B) on the north side of the Bridge and the necessary easements to be acquired are:

 

1.                     A Permanent Access Easement over Yolo County Assessor’s Parcel Number 037-170-010. This easement will allow for the construction, inspection, and maintenance of the Bridge, containing approximately 0.98-acres for $13,300 (Attachment C).

 

2.                     A Temporary Construction Easement over Yolo County Assessor’s Parcel Number 038-160-014. This easement will allow for the construction of the Project and temporary relocation of existing overhead utilities, containing approximately 0.16-acres for $3,885 (Attachment D).

 

The Stevenson Bridge Rehabilitation Project is approved as part of the Solano County 5-Year Public Works Capital Improvement Plan (CIP). With the Board’s authorization, the County Administrator and County Surveyor will execute the necessary agreements, Grant Deeds and recordation of these easements for the Project.

 

FINANCIAL IMPACT:

 

There is no impact to the County General Fund. The associated costs for the acquisition of the permanent Access Easement and Temporary Construction Easement for the Stevenson Bridge Rehabilitation Project are to be paid from the Road Fund and are included in the FY2024/25 Working Budget. Yolo County will provide reimbursement for 50% of the local match costs.  The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.

 

DISCUSSION:

 

Stevenson Bridge, built in 1923, is a rare example of a reinforced concrete tied-arch bridge in California. Rehabilitation will extend the useful life of the Bridge more than 75 years, where it will become the oldest bridge of this type in California.  Often referred to as the “Graffiti Bridge” or “Rainbow Bridge”, it is also the only bridge of its type that will remain in California from its era.

 

The Project, expected to be bid in the summer of 2025, will repair and improve various elements of the Bridge as follows:

 

1.                     New concrete pilings at the piers and abutments to meet structural and scour protection requirements.

2.                     Carbon fiber wrapping and structural member retrofitting to meet seismic safety requirements.

3.                     New bridge approach rails and southern roadway realignment to meet traffic safety requirements.

4.                     Construction of a new 25 mph curve realignment.

 

The acquisition process by eminent domain for the southern approach easement, authorized by this Board in January, is progressing and ongoing. The acquisition of the northern easements described within this item will allow the Department to move forward with the construction funding request with Caltrans.

 

ALTERNATIVES:

 

The Board may choose not to authorize acquisition of the easements. This is not recommended as the easements are necessary to complete the Project and are already incorporated into the Project design.

 

 

OTHER AGENCY INVOLVEMENT:

 

Yolo County Public Works and Caltrans were consulted.
