DEPARTMENTAL RECOMMENDATION:

The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve a sixth contract amendment with symplr software LLC, formerly known as Vendor Credentialing Services, for $110,808 for a total contract amount of $943,658 to continue providing a compliance management platform and support, and hosting services for the current period through February 28, 2025; and delegate authority to the County Administrator to execute the contract amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.

SUMMARY:

This sixth contract amendment amends the current contract to recognize a change in the contractor’s business name from Vendor Credentialing Services to symplr software LLC and extends subscription services by one year, through February 28, 2025.  The contractor, symplr software, provides access and support for Solano County’s enterprise governance, risk management and compliance platform, which is utilized by the H&SS Administration Division, Compliance Bureau.  The modules include tools for tracking incidents and breaches, audits and corrective action plans, policy development and management, risk assessments, and online up-to-date legal and regulatory requirements.  This platform allows the Compliance Bureau to meet the requirements for compliance tracking, reporting, and oversight activities.

FINANCIAL IMPACT:

H&SS appropriates funds annually for this contract. The Department’s FY2023/24 Working Budget includes appropriations for the annual cost of the contract and will include appropriations in the Department’s FY2024/25 Requested Budget. The contract is funded with 1991 Realignment, 2011 Realignment, federal and State revenues.

DISCUSSION:

On February 10, 2015, H&SS entered a three-year master agreement with CCH Incorporated for $235,000 to implement and maintain ComplyTrack, a compliance management platform for the H&SS Administration Division, Compliance Bureau.

Effective March 1, 2017, the first amendment was a one-time fee of $3,500 to migrate existing data to the new upgrade and provide consultative support services and systems training. The second amendment was approved for $289,750 for a three-year contract through February 28, 2021. On December 1, 2018, the contract was amended a third time to include a one-time fee of $2,500 for performing custom data support services to develop custom templates and reports to meet the Department of Health Care Services reporting requirements.

In September 2020, CCH Incorporated was acquired by Vendor Credentialing LLC DBA symplr. The fourth amendment was approved for $298,800 for a three-year contract through February 28, 2024. On November 29, 2022, the contract was amended a fifth time to include a one-time fee of $3,300 for professional support services to develop custom templates to meet new Department of Health Care Services reporting requirements.

This sixth amendment recognizes a change in the contractor’s business name from Vendor Credentialing Services to symplr software LLC and extends compliance subscription services by one year, through February 28, 2025.

ALTERNATIVES

The Board may choose not to approve the contract amendment with symplr software LLC. This is not recommended because symplr software has provided the platform and support services since 2015, is familiar with the requirements of the County and the compliance bureau.

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the contract as to form. Risk Management and the Department of Information Technology were consulted to ensure the software met County security requirements.
