DEPARTMENTAL RECOMMENDATION:

 

The County Administrator’s Office recommends that the Board of Supervisors receive a verbal update on the status of the Solano360 Project.

 

 

SUMMARY/DISCUSSION:

 

On June 11, 2013, the Solano County Board of Supervisors approved a Development Agreement with the City of Vallejo for the Solano360 Specific Plan (“Project”) and authorized County staff to begin work on implementing Phase 1 of the Project. On December 23, 2014, a Request for Qualifications (“RFQ”) for the development of Solano360 was considered by the Board and authorized along with a timeline. The RFQ was officially published and submittals were due on March 13, 2015. Two were received and reviewed by the Solano360 Implementation Committee on April 2, 2015.

 

On April 14, 2015, the Board received a presentation from the finalist, Solano Community Development LLC or “SCD”, (a California limited liability company comprised of Kenwood Investments LLC and JMA Ventures LLC), on their submittal and the Board directed staff to negotiate a nine month Exclusive Right to Negotiate (“ERN”) Agreement with SCD for the development of the Solano360 Project. The ERN was executed on May 1, 2015.

 

Staff has held two working sessions with SCD to discuss their proposed project and continues to pursue jurisdictional and environmental permitting requirements with the County’s engineering consultants. On June 29, 2015, the Solano360 Implementation Committee met to receive an update on budget and project status. The next Solano360 Implementation Committee meeting is scheduled for August 6, 2015.

 

FISCAL IMPACT:

 

There is no fiscal impact to receiving this update. The cost of preparing this update and compiling the information is a General Fund cost covered in the County Administrator’s administration budget.

 

ALTERNATIVES:

 

The Board could choose to not receive a verbal update on the project status. This is not recommended since the Board would miss an opportunity to receive requested information regarding the progress of the Solano360 Project.

 

OTHER AGENCY INVOLVEMENT:

 

Staff from the City of Vallejo, the Solano County Fair, County Administrator’s Office, Resource Management Department, General Services, County Counsel and Solano360 Implementation Committee have worked collaboratively to advance this project.
