DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors:
1. Adopt a resolution approving a revised master agreement with Caltrans for Federal-aid projects (Agreement No. 04-5923F15);
2. Authorize the Director of Resource Management to execute the agreement on behalf of the County; and
3. Authorize the Director of Resource Management to execute program supplements.
SUMMARY/DISCUSSION:
All Solano County transportation projects that receive Federal aid are required to conform to the terms of a Caltrans master agreement. The existing master agreement (04-5923R) between Solano County and Caltrans dates from 2007. Caltrans has now revised the agreement to reflect changes made to the Federal aid program since 2007. Approval of the new master agreement is a requirement for receiving future Federal aid funds for transportation projects.
For each specific Federal aid project, Caltrans issues a program supplement to the master agreement for execution by Solano County. The program supplement provides Federal funding for the project, and commits the County to following Federal rules and regulations for the project. In 2007, your Board authorized the Director of Transportation to execute program supplements to the existing master agreement. The attached resolution provides a similar authorization for the revised master agreement. The Director of Resource Management functions as the County’s current Director of Transportation.
FINANCIAL IMPACT:
There is no cost associated with this item. Funding of Solano County Federal aid transportation projects is approved annually on an individual project basis. There is no impact to the General Fund.
ALTERNATIVES:
The Board could choose to not adopt the resolution. This is not recommended as the County must deliver some construction improvements on Fairgrounds Drive as part of the prior earmark expenditure. These regional funds help further these improvements.

County Counsel has reviewed this item and approved it as to form.
