DEPARTMENTAL RECOMMENDATION:

 

The Director of Human Resources recommends that the Board of Supervisors:

 

1.                     Adopt a resolution amending the Alphabetical Listing of Classes and Salaries for the unrepresented employees of Unit 30 (Confidential Employees), Unit 62 (Senior Management Employees) and Unit 61 (Executive Management Employees) for equity adjustments for four positions;

 

2.                     Adopt a resolution amending the Alphabetical Listing of Classes and Salaries for the unrepresented employees of Unit 30 (Confidential Employees), Unit 62 (Senior Management Employees) and Unit 61 (Executive Management Employees) for wage increases on a percentage basis for all positions in these units; and

 

3.                     Adopt a resolution amending the Personnel and Salary Resolution.

 

These three resolutions are deemed to be considered and separately adopted in the order listed above.

 

SUMMARY/DISCUSSION:

 

There are five units of unrepresented employees, which include Unit 60 - Legislative Group (e.g., Board of Supervisors), Unit 30 - Confidential Employees, Unit 62 - unrepresented Senior Management Employees, Unit 61 - unrepresented Executive Management Employees, and Unit 00 - unrepresented Extra Help employees. The wages of the Board of Supervisors are set by County ordinance and the wages for all other unrepresented employees are set by the Board of Supervisors through amendment of the County’s Alphabetical Listing of Classes and Salaries (e.g., salary schedule). The positions and salaries indicated on the attached resolution for equity adjustments are the result of a total compensation study that was performed. The percentage increases in the resolution for Units 30, 62, and 61 are consistent with the same terms offered to, but not yet fully accepted by, the represented bargaining Units. The amendments to the Personnel and Salary Resolution include technical corrections, removal of obsolete items, and edits to align with statutory changes and CalPERS requirements.

 

FINANCIAL IMPACT:

 

Adoption of the changes for unrepresented confidential and management employees is projected to increase payroll costs by a total of $5,371,083 through October 28, 2028. Of this total cost, $803,779 is during Fiscal Year 2025/26; $1,670,014 is during Fiscal Year 2026/27; $2,142,881 is during Fiscal Year 2027/28; and $754,409 is during Fiscal Year 2028/29.

 

ALTERNATIVES:

 

The Board may choose not to approve the various resolutions and/or authorize the proposed changes for unrepresented employees; however, this is not consistent with Board’s direction to treat all employees in an equitable manner.

 

OTHER AGENCY INVOLVEMENT:

 

The Human Resources Department worked in conjunction with the County Administrator’s Officer in negotiating the successor collective bargaining agreements and the proposed changes for the unrepresented units.
