DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services recommends that the Board of Supervisors approve a third revenue contract amendment with the California Department of Aging for $2,103,729 for a total contract amount of $5,842,412 including a reallocation of $63,339 in federal and State funds for the current period through June 30, 2022 and $2,040,390 in American Rescue Plan Act funds for the current period through September 30, 2024 for Planning and Service Area 28 - Napa/Solano Area Agency on Aging to provide Older Americans Act services; Approve a $2,103,729 Appropriation Transfer Request to recognize the unanticipated revenue (4/5 vote required); and Authorize the County Administrator to execute the amendment.

 

SUMMARY/DISCUSSION:

 

The Napa/Solano Area Agency on Aging (N/S AAA) is responsible for distribution of funds received from the California Department of Aging (CDA) for Planning and Services Area 28 (PSA 28) for Older Americans Act services. This CDA funding is intended to address issues for older adults and adults with disabilities caused or exacerbated by the COVID-19 pandemic. Service priorities include nutrition, transportation, emergency housing assistance, and information and referral.

 

The CDA is amending contract AP-2122-28 for N/S AAA PSA 28 to reflect reallocation of federal and State funds for Older Americans Act programs for the current fiscal year through June 30, 2022. The amount of these reallocated funds to be received is $63,339. Specifically, this money will support senior meals, the long-term care ombudsman program, fall prevention, family caregivers, and elder abuse prevention programs. Per the CDA, N/S AAA has the discretion to contract services to be delivered using service providers under current contract before June 30, 2022.

 

The amended contract AP-2122-28 also includes $2,040,390 from the American Rescue Plan Act to be allocated for Older Americans Act programs through September 30, 2024.  Per CDA, N/S AAA has the discretion to contract services to be delivered using new or existing service providers that meet CDA guidelines.

 

On June 8, 2021, the Board approved a FY2021/22 revenue contract for N/S AAA for $3,157,051 from the CDA for the period of July 1, 2021 to June 30, 2022. The first contract amendment for $307,715 was approved by the Board on November 9, 2021. The second contract amendment is for $273,917 was approved December 14, 2021. With this additional funding including the amendments and American Rescue Plan Act funding, the full contract amount from CDA will be $5,842,412.

 

FINANCIAL IMPACT:

 

The ATR reflects the addition of $2,103,729 in new revenue for Fund 216. The revenue will be used to provide vital services and to address the needs of older adults for PSA 28.  There is no impact to the County General Fund. The American Rescue Plan Act funds to be allocated for Older American Act programs are funded through allocations separate from the County’s direct one-time allocation of ARPA State & Local Fiscal Recovery Funds of $87 million.

 

The costs associated with preparing this agenda item are nominal and are included in the Department’s FY2021/22 Adopted Budget.

 

ALTERNATIVES:

 

The Board may choose not to approve this contract amendment for these funds. This is not recommended as these funds are available to PSA 28 and they will provide vital services to the community.

 

OTHER AGENCY INVOLVEMENT:

 

The N/S AAA Oversight Board and N/S AAA Advisory Council were consulted.
