DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board approve a contract amendment with Uplift Family Services for $130,000 for a new contract total of $679,000 to provide Early Childhood Mental Health (ECMH) services for children 0 to 5 years of age effective October 4, 2016 through the current contract period of June 30, 2017; and Authorize the County Administrator to execute the agreement.
SUMMARY:
Uplift Family Services provides a range of early childhood mental health services for Solano County through the Early and Periodic Screening, Diagnosis and Treatment (EPSDT) Medi-Cal Program. Services are provided for children ages 0 - 5 years of age in collaboration with First 5 Solano. This contract amendment will enable the County and Uplift Family Services to provide ECMH services to clients that are eligible for these services. These services are provided in-home and at the Uplift Family Services offices in Fairfield.
FINANCIAL IMPACT:
This amendment of $130,000 increases the total Uplift Family Services contract amount to $679,000. Short Doyle EPSDT Medi-Cal, 2011 Realignment, and First Five monies will fund the amended contract and the appropriation is available in the FY2016/17 Approved Budget. If funding is reduced, the agreement includes language that the contract can be terminated with notice. There is no additional financial impact to the County General Fund.
DISCUSSION:
Solano County administers a comprehensive Children’s Mental Health System of Care that extends services to individuals and families, including but not limited to early childhood mental health services for children ages 0-5, outpatient treatment for individuals and families, intensive in-home support, and therapeutic behavioral health services. On February 23, 2015, the County released Request for Qualification (RFQ)G099-022AB-15 to further strengthen the local children’s mental health system by providing EPSDT services for children between the ages 0-5. The County completed evaluations and released the eligible list from the list of proposers on April 8, 2015. On June 28, 2016, the County Board of Supervisors approved the current contract with Uplift Family Services to provide EPSDT services.
Due to decreased contract capacity of other ECMH providers, this contract amendment of $130,000 for Uplift Family Services for a total contract amount of $679,000 will provide medically necessary EPSDT services to the community and assist the County’s children’s mental health system in ensuring timely access to mandated services.
ALTERNATIVES:
The Board may choose not to approve this amendment. This is not recommended because it will result in a decrease of services to underserved children.
OTHER AGENCY INVOLVEMENT:
Uplift Family Services contracts with First 5 Solano for related ECMH services through the Partnership for Early Access for Kids (PEAK) collaborative. County Counsel has reviewed the contract amendment for legal sufficiency.
