DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board approve two contract amendments, a first contract amendment with Rio Vista Care for $35,000 for a total contract amount of $55,000 and a first contract amendment with Solano County Office of Education (SCOE) for $83,333 for a total contract amount of $123,333, both funded through Mental Health Services Act (MHSA) Prevention and Early Invention (PEI) funding, and extend both contracts through June 30, 2018 in order to continue providing school-based mental health services and mental health stigma reduction activities; and Authorize the County Administrator to execute the amendments

 

SUMMARY:

 

Both Rio Vista Care and SCOE provide services in accordance to the Solano County MHSA Integrated Three Year Plan which addresses mental health needs in local schools. The proposed contract amendments with Rio Vista CARE and SCOE increase the capacity of the County to provide mental health services to school age children 6-18 years old. Rio Vista CARE will continue to provide mental health prevention activities and brief treatment services to select schools in Rio Vista. SCOE will expand its current scope to provide additional mental health stigma reduction activities and brief mental health student workshops for assigned schools across the County.

 

FINANCIAL IMPACT:

 

MHSA PEI will fund the two proposed contract amendments. The proposed Rio Vista CARE amendment will increase the existing contract by $35,000 and extend the term of the agreement through June 30, 2018.  The total Rio Vista CARE contract amount with the amendment is $55,000. The proposed SCOE amendment will increase the existing contract by $83,333, and extend the term of the agreement through June 30, 2018. The total SCOE contract with the amendment is $123,333. Appropriation is available in the Adopted Budget for FY2016/17 and is included in the Recommended FY 2017/18 Budget. If funding for the contract is reduced or eliminated, the contract contains language that the County can modify or terminate the agreement with notice. There is no additional financial impact to the County General Fund.

 

DISCUSSION:

 

On August 12, 2014, the Board of Supervisors approved a contract with Children’s Nurturing Project (CNP) to provide school-based mental health services to children at school sites in low-income areas and communities with the highest percentage of Latino, Filipino and Pacific Islander families, and English language learners. The school-based provider elected to subcontract with Rio Vista CARE and SCOE to assist with providing school-based mental health services in the County. The County terminated its agreement with CNP effective September 15, 2016, and began to directly contract with Rio Vista CARE and SCOE to maintain continuity of services. The recently approved FY 2017/20 MHSA Integrated Plan expands the scope of each contractor to serve additional students, and provide additional services including, but not limited to, school personnel trainings, parent trainings/education, and student workshops on school-specific mental health topics. The proposed amendments will allow for approximately 378 individuals to be reached by school personnel trainings, stigma reduction and outreach activities, parent/trainings/education, and student workshops on specific mental health topics. An estimated 30 student clients will receive brief mental health treatment services. Anticipated outcomes include, but are not limited to:

 

                     75 percent of training participants will demonstrate an increase in knowledge as evidenced by pre and post evaluations.

                     60 percent of students attending mental health workshops will demonstrate an increase in knowledge as evidenced by pre and post evaluations;

                     At least 75 percent of the students receiving mental health treatment services will show improvement on the Child Behavior Checklist (CBCL) as evidenced by a decrease in the CBCL T-scores for at least 8 of the 15 scales.

 

The proposed amendments will provide for the following:

                     Rio Vista CARE increase of $5,000 for FY2016/17 and the extension of agreement for the amount of $30,000 for FY2017/18 for a total contract amount of $55,000. Funding will cover the costs for providing brief mental health treatment services at County selected school sites in the city of Rio Vista.

                     SCOE increase of $13,333 for FY2016/17 and the extension of the current agreement for the amount of $70,000 for FY2017/18 for a total contract amount of $123,333. Funding expands scope of services to provide student mental health workgroups, stigma reduction activities, and to further school-based suicide prevention efforts.

 

Contractors are required to submit monthly reports on their progress on deliverables and performance measures outlined in the agreements. The performance and outcome data for each contractor will be aggregated and analyzed by County staff annually and will be included in the State required MHSA Annual Update Report.

 

ALTERNATIVES:

 

The Board may choose not to approve the amendments with Rio Vista CARE and SCOE. This is not recommended as it would prevent the County from completing program requirements established in the MHSA Plan and result in a lack of adequate mental health services to school aged youth which may additionally result in increased negative outcomes for this population. 

 

OTHER AGENCY INVOLVEMENT:

 

The Solano County FY2014/17 and FY 2017/20 MHSA Integrated Plans were developed through a comprehensive, countywide planning process which gathered input from a variety of stakeholders, including community based organizations, service providers, law enforcement, hospitals and other medical providers, and mental health consumers and their families. County Counsel has reviewed the contract amendments for legal sufficiency.
