DEPARTMENTAL RECOMMENDATION:
The County Administrator’s Office recommends that the Board of Supervisors adopt and present a plaque of appreciation honoring Michael Wilson, Project Manager, upon his retirement with over 17 years of dedicated public service.
SUMMARY/DISCUSSION:
Michael Wilson began his career in public service in 2007 serving on the Vallejo City Council, including serving as Vice Mayor in 2011. Drawing on his background in finance, Wilson was actively involved in budget and financial policy discussions as the City negotiated labor agreements, reduced expenditures, and developed a path toward long-term sustainability. Mr. Wilson's years on the Council were marked by a focus on fiscal responsibility, collaborative governance, and helping guide Vallejo from financial crisis toward recovery.
Following his term on the City Council, Michael Wilson served as a District Representative to Erin Hannigan representing District 1 from 2013 through 2024. During his 12 years as District Representative, Mr. Wilson played a key role in connecting District 1 residents with County services and advancing initiatives that benefited the Vallejo community. He worked to strengthen partnerships between the County, cities, nonprofits, and community organizations, helping bring resources and programs to residents, such as the Vallejo First 5 Center, the Mobile Food Pharmacy, and sneakers for seniors. Wilson also helped support the County's partnership with the Yocha Dehe Wintun Nation, which generated millions of dollars in philanthropic funding for early childhood education, family support, and other community programs. Throughout his tenure as District Representative, he was recognized for his collaborative approach, constituent service, and ability to build relationships that leveraged County resources to address local needs.
Most recently, beginning in January 2025, Michael Wilson has served as Project Manager for the Community Action Partnership Solano Joint Powers Authority (CAP Solano JPA), serving as Interim Executive Director from March 2026 through his retirement in July 2026. During this time, Mr. Wilson was a part of strengthening Solano County's homeless response and anti-poverty efforts by securing more than $2.2 million in HUD Continuum of Care funding, completing and implementing the 2026-2027 Community Action Plan to guide Community Services Block Grant (CSBG) investments, transitioning the Homeless Management Information System (HMIS) to improve data collection and accuracy, and setting up systems for a smooth transition of fiscal activities from the City of Vacaville to the County. Mr. Wilson provided regional leadership by assisting in coordination of the Housing First Solano Continuum of Care, and fostering collaboration among Solano County, its seven cities, service providers, and community partners to improve housing stability and reduce poverty throughout the county.
Mr. Wilson retired from Solano County on July 17, 2026, after over 17 years of dedicated public service. We wish him the best in his retirement.
FINANCIAL IMPACT:
The costs associated with the purchase of the plaque materials are included in the Board’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board could choose not to adopt and present a plaque of appreciation; however, this is not recommended because this is an opportunity to recognize Mr. Wilson’s outstanding contributions to the County.
