DEPARTMENTAL RECOMMENDATION:
The Workforce Development Board of Solano County (WDB) recommends that the Board of Supervisors:
1. Approve the Workforce Development Board of Solano County Master List of Contracts for local program services for a total of $388,275 through June 30, 2026;
2. Delegate authority to the County Administrator to execute all agreements and any subsequent amendments, with concurrence from County Counsel, up to $7,499 annually; and
3. Authorize the Executive Director of the Workforce Development Board of Solano County, with concurrence from County Counsel, to execute amendments that are technical or administrative in nature and have no fiscal impact.
SUMMARY:
The WDB develops and administers several contracts each fiscal year based on federal, state and local funding for regional and local program services. Contracts also include service agreements to maintain the overall infrastructure of the organization.
The WDB is recommending approval of a contract amendments with Foundation for Community Colleges to continue as the employer of record for work experience participants and RDA Consulting to complete its work as the regional provider. The WDB is also recommending approval of a contract with California Human Development for a youth employment services program targeting out-of-school youth ages 16-24. The contract and amendments were approved by the WDB Board of Directors at their May 16, 2025 meeting.

FINANCIAL IMPACT:
The funding for these contracts is included in WDB’s FY2024/25 Working Budget and FY2025/26 Recommended Budget.
DISCUSSION:
Foundation for California Community Colleges (FCCC)
The WDB utilizes a third-party employer of record service to reduce liability and risk of employing work experience participants, such as internships and subsidized employment. The WDB previously contracted with FCCC to provide employer of record services from March 2020 - June 2023. To comply with federal, state, and local guidelines, procurement of services must take place a minimum of every three years. The WDB piggybacked on the Madera Workforce Board’s employer of record procurement to select FCCC for the completion of the first-year contract, July 1, 2023 - June 30, 2024, and received approval for a 2nd year contract with FCCC, July 1, 2024 - June 30, 2025.
The WDB is seeking approval for a 3rd year contract with FCCC, to serve as employer of record for services July 1, 2025 through June 30, 2026 for a contract total of $337,563 ($137,380 from the original contract, $114,408 for the First Amendment, and $85,775 for this Second Amendment).
RDA Consulting, SPC
As part of the Regional Training and Regional Coordinator services required by the California Workforce Development Board (CWDB) for Regional Workforce Planning Units, RDA Consulting, SPC has served as the selected regional provider since July 1, 2021, following a competitive Request for Proposal process. The current contract, approved in the amount of $85,000, covers services for the period of July 1, 2024, through June 30, 2025. Due to the provision of additional services beyond the original scope, supplemental funding of $2,500 is now required to complete the contract for this period.
California Human Development
On March 12, 2025, the Workforce Development Board (WDB) of Solano County issued the Career-In Focus Request for Proposals (RFP), which was shared with local community organizations that provide youth employment services and posted on the WDB website. To support interested applicants, staff hosted a Bidders’ Conference on March 26, 2025, which was attended by several local youth service providers. The submission deadline for proposals was April 14, 2025.
WDB received seven proposals from the following agencies: California Human Development, Center for Urban Excellence, Club Stride, Fighting Back Partnership, First Place for Youth, Vallejo Project, and Watch Me Grow. All proposals were subject to a threshold review to ensure they met the minimum requirements. Of the seven proposals submitted, five met the minimum qualifications necessary for consideration by the Board Committee.
The Youth RFP Ad Hoc Committee conducted a full evaluation of the eligible proposals. Their review process was designed to determine which applicant would be best suited to deliver the Youth Program services, and ultimately to make a recommendation for the selected Youth Program Provider.
The Committee selected California Human Development as the winning bidder based on quality of the proposal, strength of fiscal and administrative capacity, ability to utilize collaborative partnerships, and experience providing successful target population services on a similar scale.
California Human Development proposed a year-round WIOA Youth program targeting out-of-school youth ages 16-24, with an emphasis on those from rural or agricultural communities such as Dixon and Rio Vista, youth impacted by the COVID-19 pandemic, and individuals who are low-income, skills deficient, or have limited English proficiency. The program will serve 30 participants and offer all 14 WIOA Youth Elements, including CASAS and “My Next Move” assessments, development of Individualized Service Strategies (ISS), 200 hours of paid work experience, and at least 12 months of follow-up services. Participants will also receive supportive services such as transportation, uniforms, or educational supplies, and be connected with community and training partners.
The WDB is seeking approval of a contract with California Human Development for $300,000 for the period of July 1, 2025 through June 30, 2026 for outreach and recruitment, participant suitability assessment, barrier identification and resolution, career coaching, supportive services, work experience, and job placement.
ALTERNATIVES:
The Board may choose to address these contracts individually. This is not recommended because this may disrupt services to WDB programs and participants.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved all contracts included on this agenda for legal sufficiency.
