1.                     Approve three contracts and amendments with local service providers to provide workforce services for contract terms beginning July 1, 2024 through June 30, 2025 totaling $381,582;

SUMMARY:

The Workforce Development Board of Solano County (WDB) develops and administers several contracts each fiscal year based on federal, state and local funding for regional and local program services. Contracts also include service agreements to maintain the overall infrastructure of the organization.

The WDB is recommending approval of three contracts and amendments for local services including a contract amendment for youth services with First Place for Youth, a contract amendment for employer of record services with Foundation for California Community Colleges, and a contract for training and coordination with RDA Consulting, SPC. Attachment A provides a list of contracts and links to any original contracts and previous amendments.

FINANCIAL IMPACT:

The WDB’s FY2024/25 Requested Budget includes the necessary funding to cover the cost of these contracts.

DISCUSSION:

First Place for Youth

In March 2022, the WDB conducted the Career-In Focus Request for Proposals to provide youth focused employment services, funded by the Workforce and Innovation Opportunities Act (WIOA). First Place for Youth (FPFY) was selected as the youth provider with a contract beginning July 1, 2022. Focusing on current and former foster youth ages 18-24, FPFY provides assessment of barriers, barrier removal, career coaching, supportive services, work experience, and job placement support. The WDB is seeking approval for a contract amendment in the amount of $182,174 to continue services for FY2024/25 for a total contract amount of $535,164.

Foundation for California Community Colleges

The WDB utilizes a third-party employer of record service to reduce liability and risk of employing work experience participants, such as internships and subsidized employment. The WDB previously contracted with Foundation for California Community Colleges (FCCC) to provide employer of record services from March 2020 - June 2023. Subsequently, to comply with federal, state, and local guidelines, the WDB piggybacked on the Madera Workforce Board’s employer of record procurement to select FCCC for the same services for FY2023/24. The WDB is seeking approval for an amendment to extend the contract with FCCC in the amount of $114,408 to serve as employer of record for FY2024/25 for total contract total amount of $251,788.

RDA Consulting, SPC

The WDB previously contracted with RDA Consulting, SPC to provide Regional Training and Regional Coordinator services from FY2021/22-FY2023/24 as required by the California Workforce Development Board for Regional Workforce Planning Units. WDB released a Request for Proposals (RFP) published April 3, 2024 to select a vendor for the next time period. RDA Consulting, SPC was the provider once again selected through the RFP process. The WDB is seeking approval for a one-year contract in the amount of $85,000 for services for FY2024/25.

ALTERNATIVES:

The Board may choose to address some or all these contracts individually. This is not recommended because approving these routine contracts on an individual basis requires the preparation of multiple agenda items. Furthermore, individual approval may disrupt services to WDB programs and participants.

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved all contracts included on the list for legal sufficiency.
