DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Approve a Notice of Completion (Attachment A) for the Solano County T-Hangar Project located at the Nut Tree Airport 301 County Airport Road in Vacaville constructed by Swank Construction, Inc. of Vacaville; and
2. Authorize the Clerk of the Board to record the executed Notice of Completion
SUMMARY:
On September 11, 2018 the Board awarded a contract to Swank Construction, Inc., Vacaville, as the low-bidder to construct new County hangars at the Nut Tree Airport. The Project involved 26 T-Hangars, taxiways and new utilities. Final detail items on the Project were completed by Swank Construction on May 16, 2019. The Project was constructed in accordance with contract documents, plans and specifications and all project requirements and contract obligations have been satisfied.
FINANCIAL IMPACT:
The contract with Swank Construction, Inc. was for $2,458,306. The Project also included $122,915 in additional construction contingency of which $86,186 was used for additional storm drainage and utility improvements and fire wall separations. The T-Hangar buildings were purchased by the County directly from the building manufacturer R&M Steel for $309,780. The total project cost including County purchase of the buildings, and engineering design and construction management services, was $3,386,289. Remaining project funds of $42,012 will be returned to the Airport Fund. A breakdown of total project costs and funding sources is provided in Attachment B.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2018/19 Adopted Budget.
DISCUSSION:
The Project is located on a 2-Acre site and involved development of 26 new T-Hangar units contained within two buildings of 15,750 square feet (14 units) and 13,650 square feet (12 units). Project improvements included taxiway and utility improvements, a public restroom, and Wi-Fi service for hangar tenants. See Attachment C for photographs of the finished Project. The T-Hangar buildings are also equipped with a fire alarm and sprinkler system.
The Nut Tree Airport Master Plan provides for the development of additional aircraft hangars. The Airport Business Plan is an airport economic development plan which identifies hangars and aeronautical development for the purpose of creating airport revenue. The Project can be expected to generate additional long-term revenue toward airport operations, facility maintenance and improvements, and to help supply local matching funds for future federal and state grants.
ALTERNATIVES:
The Board could choose to not approve the Notice of Completion. This action is not recommended since Swank Construction, Inc. has successfully fulfilled the terms of the contract. Failure to adopt the Notice of Completion will prevent release of retention, which could result in adverse claims.
OTHER AGENCY INVOLVEMENT:
County Counsel reviewed the recommended Notice of Completion as to form. Internal fire wall framing and drywall components in the hangar buildings were also completed with assistance by construction crews from the General Services Department, Facilities Division. The County Building Division and Environmental Health Division assist with permitting and project inspections.
