HUMAN RESOURCES’ RECOMMENDATION

The Director of Human Resources recommends the Civil Service Commission adopts the classification specification for Public Health Nurse (Entry).

 

SUMMARY

The classification specification of Public Health Nurse (Entry) was created in October 1986.  According to Human Resources records, the classification specification remained in existence, unchanged until 2006, when it was revised.  In a recent review of the history of this classification specification, Human Resources was unable to verify that the 2006 version of the classification specification was approved by the Commission.  The recommended action is to address any oversight which may have occurred in 2006.

 

DISCUSSION

The classification of Public Health Nurse (Entry) is a classification utilized exclusively in the Department of Health and Social Services.  The classification has been in existence since October 1986.  Records indicate the classification specification was modified in 2006, wherein duties and education requirements were modified, and since that time, the three (3) recruitments for this classification utilizing our automated applicant tracking system, JobAps, have been conducted utilizing the 2006 version of the class specification.

 

In a recent discussion with the hiring department over the recruitment plan, it was discovered that the internet version of the classification specification is the October 1986 version, and the Human Resources files show the 2006 version as the most current version.    In light of this discrepancy, Human Resources staff researched records to determine when these revisions were presented to the Commission.  Unfortunately, no agenda item was found.  As such, in order to correct this apparent deficiency, Human Resources is requesting the classification specification from 2006 be officially adopted by the Commission.

 

Due to the missing information regarding the history of this classification, Human Resources reached out to SEIU, Local 1021, the exclusive representative for this classification.  The above information was shared, and the Union supported bringing this to the Commission to confirm adoption.

 

Copies of the October 1986 and the 2006 version of the classification description are attached.  We do not have an add/delete version of the classification specification.

 

 

ALTERNATIVES

The Civil Service Commission could opt to not adopt the 2006 classification specification; however, this is not recommended as the 1986 version is outdated and no longer reflects the education requirements needed by the State of California to be a Public Health Nurse (Entry).
