DEPARTMENTAL RECOMMENDATION:

The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve 5 Health and Social Services, Behavioral Health Division, contracts:  Caminar, Inc. for $660,104 to provide shelter services for adults with psychiatric disabilities who are homeless or at risk of homelessness for the period of September 1, 2024 through June 30, 2025; Caminar, Inc. for $964,006 to provide supported employment and educational services for individuals with psychiatric disabilities for the period of July 1, 2024 through June 30, 2025; Caminar, Inc. for $548,788 to provide supported housing services for homeless or at risk of homelessness individuals with psychiatric disabilities for the period of September 1, 2024 through June 30, 2025; Caminar, Inc. for $800,000 to provide wellness and recovery programming services for adults with serious mental illness for the period of July 1, 2024 through June 30, 2025; and Shelter Solano, Inc. for $717,250 to provide emergency shelter services and case management for the period of September 1, 2024 through June 30, 2025; and delegate authority to the County Administrator to execute the five contracts and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999 each.

SUMMARY:

To allow timely delivery of services for the benefit of H&SS clients and to ensure compliance with county, state, and federal regulations, H&SS is requesting approval of five FY2024/25 contracts for the Behavioral Health Division. All five vendors provided mental health services in FY2023/24, including vital housing, case management, employment support, and wellness and recovery programming for adults experiencing severe mental illness or psychiatric disabilities. Individuals served by these contracts are identified as being at risk of hospitalization, homelessness, involvement in the criminal justice system, incarceration, or are part of an unserved/underserved population.

FINANCIAL IMPACT:

The FY2024/25 Working Budget includes sufficient appropriations for the five contracts. Mental Health Services (MHSA) Community Services and Support (CSS) revenue will provide funding for these agreements.  There is no additional impact to the County General Fund.

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.

DISCUSSION:

In November 2004, California voters passed Proposition 63, also referred to as the Mental Health Services Act (MHSA), which imposed a one percent income tax on personal income in excess of $1 million to provide funding to support county mental health programs. There are five funding streams of MHSA, one of which is the Community Services and Support (CSS) component. Counties administer the MHSA programs, and are required to create and implement, with the local community input, three-year plans that are updated annually. The CSS funding component is used to enhance the mental health delivery system to provide treatment and recovery services for children and adults.

The services provided by these contracts are outlined in the Solano County MHSA Three-Year Plan for FYs 2023/24 through 2025/26, which was approved by the Board on September 12, 2023. The MHSA Three-Year Plan provides funding for the delivery of mental health services for the treatment and recovery of individuals who are vulnerable and at risk of hospitalization, homelessness, involvement in the justice system, or are unserved/underserved, coupled with case management. The recommended contracts provide for continuation of mental health services provided in FY2023/24 with the same vendors, and include shelter services and transitional housing for adults with psychiatric disabilities, employment and educational services for individuals with psychiatric disabilities and co-occurring challenges who desire to seek employment, supported housing services for homeless individuals with psychiatric disabilities or are homeless or at risk of homelessness to live independently, wellness and recovery center program services, and emergency shelter access and supported housing services coupled with case management to individuals experiencing a serious mental illness who are homeless or at risk of homelessness.

In FY2023/24, Caminar, Inc. served 429 unduplicated individuals through its four programs, which includes Transitional Housing (62), Employment Services and Support (139), Supported Housing (71), and Adult Wellness and Recovery Center (157). In FY2023/24, Shelter Solano, Inc. served 318 unduplicated individuals.

The services provided by the recommended contracts are included in the approved MHSA Three-Year Plan for FY2023/24 through FY2025/26 and continue to be necessary to support the treatment and recovery of individuals who are vulnerable and at risk of hospitalization, homelessness, involvement in the justice system or are unserved/underserved. However, as a result of Proposition 1, in the next year, Solano Behavioral Health will work with these contractors to shift to fee for service contracts in line with the California Department of Health Care Services’ Medi-Cal initiative “California Advancing and Innovating Medi-Cal (CalAIM)”, adjust contract amounts as Behavioral Health Services Act (BHSA) funding is modified, and update contracts to include new required performance measures and deliverables.

ALTERNATIVES:

The Board may choose to not to approve one or more of the contracts.  This action is not recommended as the services provided are included in the approved MHSA three-year plan and provide critical services to populations served by H&SS, Behavioral Health.

OTHER AGENCY INVOLVEMENT:

The Solano County MHSA Three-Year Plan and Annual Updates are developed with community members, including consumers, family members, county and community-based providers, law enforcement, local educational agencies, veterans, and faith-based organizations. The community, MHSA Steering Committee, and local Behavioral Health Advisory Board continue to endorse the funding of MHSA Community Services and Support programs.
