DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve a Lease Agreement with the Local Agency Formation Commission (LAFCO) for 1,660 square feet of office space within the County Administration Center (CAC) at 675 Texas Street in Fairfield; and

 

2.                     Authorize the County Administrator to execute the Lease Agreement and any subsequent amendments, with County Counsel concurrence.

 

SUMMARY/DISCUSSION:

 

The General Services Department is recommending the Board approve a Lease Agreement with LAFCO for 1,660 square feet of office space within the CAC at 675 Texas Street in Fairfield (Attachment A).  LAFCO previously occupied a different location within the CAC but was temporarily relocated to the County Events Center (CEC) in September 2023 to accommodate another tenant’s expansion.  In June 2025, LAFCO moved into the newly prepared space in the CAC.  The Lease Agreement reflects the actual occupancy start date of June 13, 2025, and formal approval is being requested at this time due to the need to complete internal reviews and finalize lease terms with all parties.  The Lease runs through June 30, 2030, with an initial monthly rent of $3,454 ($2.08/sf), consistent with the County’s occupancy charge based on the Auditor-Controller’s Cost Plan.  Rent will increase by three percent (3%) annually, and either party may terminate the Lease with 90-day notice.

 

 

 

FINANCIAL IMPACT:

 

Approval of the Lease Agreement will generate annual revenue of $41,446 in FY2025/26, increasing by three percent (3%) each year and totaling approximately $222,000 over the lease term.  Lease payments will be made from LAFCO BU 3450 and deposited into BU 8037 (2017 Certificates of Participation). 

 

The costs associated with preparing this agenda item and the Lease Agreement are nominal and absorbed by the department’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board could elect not to approve the Lease Agreement; however, this is not recommended because the Lease Agreement provides LAFCO with functional and cost-effective space that is accessible to the public and supports efficient use of County-owned facilities.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed the Lease Agreement as to form and staff has consulted with the County Administrator’s Office in preparing this item and Lease Agreement.
