DEPARTMENTAL RECOMMENDATION:
First 5 Solano recommends that the Board of Supervisors:
1. Approve the 13 First 5 Solano Children and Families Commission Master List of Contracts and Contract Amendments for a total of $2,879,627 effective July 1, 2019, and one revenue agreement for $90,000 effective June 1, 2019; and
2. Authorize the County Administrator to sign all contract and contract amendments; and
3. Authorize the Executive Director of First 5 Solano to execute any future amendments which are administrative in nature and have no fiscal impact; and
4. Delegate authority to the County Administrator to authorize grant submissions over $75,000 to secure funding to maintain or expand programs which further the Commission’s strategic plan.
SUMMARY:
First 5 Solano funds local community organizations, governmental agencies, and school districts which offer programs and services that align with the First 5 Solano Strategic Plan Priority areas of: Health and Well-Being; Early Childhood Learning and Development; and Family Support and Parent Education. In addition, First 5 Solano implements systems change efforts to strengthen, integrate, expand, and sustain the early childhood system.
Included in this item are two new contracts:
1. A contract with Bay Area Community Resources to operate the First 5 Center in Vallejo
2. A contract with Child Haven for developmental screenings.
Contract amendments included:
1. Seven contracts for the Family Resource Center (FRC) Network that First 5 Solano manages on behalf of the Board of Supervisors, which includes FRCs in each city to serve children ages 6-18 and FRC Coordination.
2. An extension of the Solano Children’s Alliance contract for FY2019/20 on behalf of the Board.
3. Two contracts to continue Triple P Positive Parent Education services.
4. Continuation of Help Me Grow Solano through Solano Family and Children’s Services.
Lastly, this item contains one revenue contract from Kaiser Permanente to continue a media campaign focusing on Adverse Childhood Experiences (ACEs).
FINANCIAL IMPACT:
Funding for the First 5 Solano contracts has been approved by the First 5 Solano Commission and is included in the FY2019/20 Recommended Budget. First 5 Solano is funded by "Proposition 10" tobacco tax revenues. Some contracts are co-funded by Health & Social Services (H&SS) Mental Health Services Act via a Memorandum of Understanding with H&SS. There is no impact the County General Fund for these contracts.
Funding for the additional 8 contracts managed by First 5 Solano for the FRC Network and the Solano Children’s Alliance/Child Abuse Prevention Council comes from the General Fund and the Children’s Trust Fund. The overall General Fund contribution for these contract amendments in FY2019/20 remains the same as FY2018/19 at $554,060. These contract amendments include $130,000 from the Children’s Trust Fund recommended for allocation by the Solano Children’s Alliance for the Solano Children’s Alliance and the FRC Network. Further details on the funding sources for individual contracts can be found in Attachment A.
DISCUSSION:
The First 5 Solano Children and Families Commission is dedicated to promoting, supporting, and improving early childhood development by fostering and partnering with community resources and programs that support healthy children, families, and community. To achieve these goals, the Commission utilizes a strategic planning process to develop its priorities, goals, results expected, and program or initiative areas to be funded. The Commission also relies on its Long Term Financial Plan and Program Investment Plan to allocate funds and establish services.
FY2019/20 is the second year of the 2018-2023 funding cycle. Many multi-year contracts are already in place for FY2019/20 to fulfill the Commission’s Program Investment Plan. This item brings forward any new and continuing contracts which are needed to:
• Continue the multi-level evidence-based parent education, Triple P Positive Parenting Program, for early childhood mental health services and family support
• Focus family strengthening program in Vallejo by opening a First 5 Center
• Continue Help Me Grow Solano and developmental screenings to identify and connect young children to needed services for early intervention.
This item also includes eight contracts First 5 Solano manages on behalf of the Board of Supervisors, including contracts for the Family Resource Network and the Solano Children’s Alliance.
Staff followed County contracting and purchasing policies to support the implementation of the 2018-2023 Program Investment Plan, including the release of two competitive bidding processes for contracts beginning in FY2019/20. A full list of the contracts can be found in Attachment A.
ALTERNATIVES:
The Board may choose to address some or all of these contracts individually, request clarification or remand these contracts back to First 5 Solano for revision. This is not recommended because this will result in the delay of services for children and families.
OTHER AGENCY INVOLVEMENT:
These contracts have been approved by County Counsel.
