DEPARTMENTAL RECOMMENDATION:

 

The Department of Human Resources recommends the Board of Supervisors adopt a resolution amending the Alphabetical Listing of Classes and Salaries to add the classification of Child Support Assistant with a monthly salary range of $4,287.32 - $5,211.26.

 

SUMMARY:

 

On March 7, 2023, the Board of Supervisors approved Resolution No. 2023-35 to convert 2.0 vacant full-time equivalent (FTE) Office Assistant II positions to 2.0 FTE Child Support Assistant (TBD) positions to provide support for the Child Support Specialists as well as provide an entry level career path into the Child Support Specialist classification.

 

FINANCIAL IMPACT:

 

There is no fiscal impact in FY2023/24. The Department of Child Support Services anticipates filling the 2.0 FTE Child Support Assistant positions at the beginning of FY2024/25. The FY2024/25 fiscal impact is projected to be $236,085 and is included in the Department’s FY2024/25 Requested Budget.

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.

 

DISCUSSION:

 

The goal in establishing the 2.0 FTE Child Support Assistant (TBD) positions is to provide clerical and minor case management support for the Child Support Specialists, as well as to provide an entry level career path to allow incumbents to promote as they learn the role and become more independent in performing the job duties.

 

The Human Resources Department reviewed the requirements for the position and developed the Child Support Assistant classification. After conducting a salary survey and review of internal classification alignment, the monthly salary range has been set at $4,287.32 - $5,211.26.

 

The Child Support Assistant classification will be unique to the Department of Child Support Services and will assist in securing current and delinquent child support payments, conduct interviews and evaluate information that requires a working understanding of child support regulations, refer applicants to various agencies for assistance depending on the nature of their needs, and perform related work as required. Upon adoption of the salary range, the classification specification will be available on the County’s website.

 

ALTERNATIVES:

 

The Board of Supervisors could elect not to amend the Alphabetical Listing of Classes and Salaries to add the Child Support Assistant classification at the recommended salary range; however, the Human Resources Department would not recommend this alternative since the Department of Child Support Services requested this new classification to increase the level of support provided to the Child Support Specialists while also providing a career path into the Child Support Specialist series.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of Human Resources worked with staff in the Department of Child Support Services to develop the classification.

 

Pursuant to the County’s Employer-Employee Relations Rules and Regulations (EERRR), the Department notified all County bargaining groups of the intention to assign this classification to bargaining unit 7 - Regulatory, Technical, and General Services Employees, represented by SEIU, Local #1021. This is the same unit assigned to the Department’s Child Support Specialist entry, journey, and senior job classifications. No disputes were received as to the assignment of this new classification to Unit 7. On February 14, 2024, the Civil Service Commission was presented and approved the new classification of Child Support Assistant.
