HUMAN RESOURCES' RECOMMENDATION:
The Department of Human Resources recommends the Civil Service Commission establish the classification specification of Budget Coordinator - CAO.
SUMMARY:
The Department of Human Resources recommends the Civil Service Commission establish the Budget Coordinator - CAO job specification. This is a single position journey-level classification that will be allocated to the County Administrator’s Office. The Budget Coordinator - CAO will assist the Budget Officer or higher-level manager within the County Administrator’s Office with coordinating, preparing, distributing, and presenting the County’s annual, mid-term, and multi-year budgets. In addition, this position will be responsible for consolidating budget documents; managing position control; processing accounts payable, accounts receivable, and payroll; and performing budgetary, statistical, and financial reporting and recordkeeping in support of professional administrative and analytical staff within the County Administrator’s Office.
DISCUSSION:
On June 23, 2022 the Board of Supervisors approved a “TBD” Budget Technician position within the County Administrator’s Office to address staffing needs.
During HR’s analysis, we reviewed the old Budget Technician (County) confidential classification. The incumbent for this position was responsible for performing clerical work of considerable difficulty related to the County budget process and other management functions of the County Administrator’s Office. The Budget Technician’s scope of work does not encompass the responsibilities this new position will be required to perform.
HR reviewed the work requirements of the new classification and, in coordination with the County Administrator’s Office, the recommendation is to create a new classification of Budget Coordinator - CAO.
Human Resources staff determined the proposed Budget Coordinator - CAO job classification best meets the County Administrative Office’s needs and will assist in ensuring business continuity of critical budget processes. This position will also be responsible for documenting new budget processes and procedures, training staff on the use of these processes, assisting with troubleshooting of hard copy and online publication issues, and consulting with IT as needed. As such, the Budget Coordinator- CAO was created as a single position journey-level class.
On February 4, 2025, the County notified all recognized employee organizations of the County’s intent to establish the new classification, designating it as an unrepresented position. No unions requested to meet and confer.
Attached is a copy of the proposed new class specification for Budget Coordinator - CAO.
ALTERNATIVES:
The Civil Service Commission could elect not to approve the proposed class specification; however, this is not recommended as the proposed Budget Coordinator - CAO will provide the County Administrator’s Office with support for critical budget requirements.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office was consulted and concurs with the proposed class specification. On February 4, 2025, the County notified all recognized employee organizations of the County’s intent to establish the new classification.
