DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends the Board of Supervisors approve 3 Napa/Solano Area Agency on Aging first contract amendments:  $259,117 with Innovative Health Solutions for a total contract amount of $566,188 to provide additional CalFresh Healthy Living education services to older adults for the current period through September 30, 2024, $78,806 with Legal Services of Northern California for a total contract amount of $263,697 to expand legal assistance to seniors for the current period through September 30, 2024, and $8,282 with Collabria Care for a total contract amount of $77,372 to expand family caregiver respite services for the current period through June 30, 2024; delegate authority to the County Administrator to execute the 3 contract amendments and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999 each; and approve a $287,908 Appropriation Transfer Request to recognize the unanticipated revenue from the California Department of Aging (4/5 vote required).

 

 

 

 

SUMMARY:

 

The Napa/Solano Area Agency on Aging (N/S AAA) is responsible for the distribution of funds received from the California Department of Aging (CDA) for Planning and Service Area 28 Older Americans Act services. N/S AAA provides services to seniors (60+) and the public in Napa and Solano counties and CDA funds are used to provide meals, information and assistance services, caregiver support services, activities related to preventative health, and ombudsman services to seniors. The CDA routinely amends revenue contracts to include additional State and federal funds to augment current services.

 

A $287,908 Appropriation Transfer Request (ATR) is recommended for approval to recognize unanticipated revenue from CDA.  Per the CDA, N/S AAA has the discretion to contract services using service providers under the current contracts. With the Board’s approval of the three first contract amendments, more than 25 additional healthy lifestyles and nutrition classes will be provided to low-income older and disabled adults this fiscal year, 50 additional caregiver respite hours will be provided, and legal assistance programs will be expanded to provide 300 additional hours of service to 70 older and disabled adults.

 

FINANCIAL IMPACT:

 

The contracts are funded with federal and State funding awarded by the California Department of Aging (CDA). An ATR for $287,908 is needed to recognize unanticipated revenue from the California Department of Aging and corresponding appropriations (4/5 vote required). There is no impact to the County General Fund.

 

DISCUSSION:

 

On November 8, 2022, the Board approved an initial N/S AAA three-year revenue contract with CDA for $1,180,875 for the CalFresh Healthy Living program for the period of October 1, 2022 through September 30, 2025.  In April 2023, a first amendment with CDA increased the revenue amount by $43,688, and in March 2024, a second amendment increased the revenue amount by $527,834 for a total revenue contract amount of $1,752,397.

 

On June 26, 2023, the Board approved a service contract with Collabria Care for $69,090 to provide family caregiver respite services for the period of July 1, 2023 through June 30, 2024. The recommended first contract amendment increases the contract by $8,282 for a total contract amount of $77,372.

 

On November 14, 2023, the Board approved service contracts with Legal Services of Northern California for $184,891 to provide legal assistance to low-income seniors (60+) for the period of December 1, 2023 through September 30, 2024, and Innovative Health Solutions for $307,071 to provide nutrition education activities to eligible older adults for the period of December 1, 2023 through September 30, 2024. The recommended first contract amendment with Legal Services of Northern California increases the contract by $78,806 for a new contract amount of $263,697. The recommended first contract amendment with Innovative Health Solutions increases the contract by $259,117 for a new contract amount of $566,188.

 

ALTERNATIVES:

 

The Board may choose not to approve one or more these contract amendments. This is not recommended as funds are available and will allow the Napa/Solano Area Agency on Aging to provide needed services to older adults.

The Napa/Solano Area Agency on Aging Oversight Board and Napa/Solano Area Agency on Aging Advisory Council were consulted for the preparation of this Board item.
