DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors:
1. Authorize the Director of Resource Management to solicit for bid, award, and execute contracts totaling up to $5,210,000 for upcoming spring construction contracts, specialized engineering and environmental services contracts, and contract amendments for projects in the 5-Year Public Works Capital Improvement Plan; and
2. Authorize the Director of Resource Management to make necessary amendments to these executed contracts within budgeted appropriations.
SUMMARY:
On November 4, 2025, the Board approved the Public Works Capital Improvement Plan which includes various projects planned over the next five years. To begin delivery for the upcoming construction season, the Department of Resource Management (Department) will need to solicit for bid, award and execute up to $3,400,000 in construction contracts for the following projects:
1. Paving Project 2026 Contract totaling $2,900,000
2. On-Call Guardrail 2026 Contract totaling $250,000
3. On-Call Lighting 2026 Contract totaling $250,000
The Department will also need to solicit, award, and execute up to $1,700,000 in specialized engineering and environmental services contracts:
1. Specialized Engineering Services Contract totaling $900,000
2. Environmental Services Contract for Federal Aid projects totaling $450,000
3. Stevenson Bridge Construction Engineering Contract totaling $350,000
The Department will also need to execute $110,000 in contract amendments for additional work required on the two following bridge projects:
1. Environmental Permit Support Amendment with Dokken Engineering for the Stevenson Bridge Rehabilitation Project totaling $45,000
2. Geotechnical Engineering Amendment with Dokken Engineering for Maine Prairie Road Bridge totaling $65,000
These projects are all approved as part of the Public Works Capital Improvement Plan (CIP) and each contract will be bid and/or solicited separately. With the Board’s authorization, the Department will solicit, award, and execute contracts to facilitate the contract work. The Board’s authorization will also grant the Director authority to approve necessary technical amendments to address minor changes to the scopes of work, term extensions, change orders and amendments within budgeted appropriations.
FINANCIAL IMPACT:
There is no impact to the General Fund. The $5,210,000 in total cost includes funding from a variety of fund sources that assist the Road Fund in delivery, as follows:
1. $2,900,000 estimated cost for the Paving Project 2026 contract will be funded by approximately $1.5 million in Recology Hay Road Landfill Impact Fees, $150,000 from the Solano Land Trust for reimbursement of paving at the Patwino Worrtla Kodoi Dihi Open Space Park, and the remaining balance of approximately $1,250,000 will be paid from the Road Fund.
2. The On-Call Lighting 2026 contract totaling $250,000 will be primarily funded by the Consolidated Services (Lighting) District funds.
3. The On-Call Guardrail 2026 contract totaling $250,000 will be partially funded by private insurance payments recuperated from guardrail strikes and the remainder will be paid from the Road Fund.
4. The Specialized Engineering Services Contract totaling $900,000 will be paid from the Road Fund.
5. The Environmental Services Contract for Federal Aid projects totaling $450,000 will primarily be funded by $200,000 from the Federal Highway Bridge Program, $200,000 from Federal Highway Safety Improvement Program (HSIP) Cycle 12 funds, and the remaining $50,000 will be funded from Federal OBAG3/Priority Conservation Area funds for the Farm to Market Phase 4 project.
6. The Stevenson Bridge Construction Engineering Contract totaling $350,000 will be funded by Yolo County Road Fund match ($175,000) and by the Road Fund ($175,000).
7. The proposed contract amendments totaling $110,000 will be primarily funded by the Federal Highway Bridge Program.
The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget.
DISCUSSION:
Paving Project 2026 ($2,900,000)
The project includes rehabilitation, resurfacing and safety upgrades to Hay Road, Pleasants Valley Road, and the entrance to Patwino Worrtla Kodoi Dihi Open Space Park. The project will widen and overlay Hay Road from Lewis Road to Meridian Road. This corridor experiences high truck volumes associated with landfill operations and Solano County receives impact fees from the Landfill to offset the additional road costs. In addition, Pleasants Valley Road will be overlaid from Vaca Valley Road to Mix Canyon Road. The project will also pave the existing gravel entrance to Patwino Worrtla Kodoi Dihi Open Space Park which is prone to washouts and uneven driving conditions.
On-Call Guardrail Project 2026 ($250,000)
The project will repair and/or install guardrails at future locations as prioritized and in response to accidents. The Department receives some funding reimbursement from insurance companies where accident reports are generated for identification of the responsible parties. The contract will include expedited response requirements to provide quick repair and replacement options.
On-Call Lighting Project 2026 ($250,000)
The project will repair/replace streetlights and re-light intersection signal lights at locations of lighting failures. On-Call services will reduce the remediation timeline from initial notice to final repair.
Specialized Engineering Services Contract ($900,000)
This contract will provide a variety of specialized engineering services to support Public Works Engineering over the next three (3) years. Services may include structural, geotechnical, traffic engineering, utilities design, right-of-way acquisition, and other related civil engineering services.
Environmental Services Contract for Federal Aid Projects ($450,000)
The Department has begun environmental and design work on several Highway Safety Improvement Projects, Maine Prairie Bridge Replacement Project, and the Farm to Market Phase 4 project that will be constructed over the next few years. Environmental services are needed to perform various biological, historical, and archaeological surveys at various locations being identified through the environmental clearance process.
Stevenson Bridge Construction Engineering Contract ($350,000)
The Stevenson Bridge Rehabilitation Project will rehabilitate the existing structurally deficient bridge on Stevenson Bridge Road at Putah Creek, located north of Dixon near the Yolo County line. The project scope includes carbon fiber wrapping, new foundations, seismic retrofitting, a new bridge deck, and geometric improvements to the sharp S-curve at the bridge’s south approach. This work is highly specialized and atypical for County projects; accordingly, the Department will contract with specialized inspectors and engineers to support project construction.
Contract Amendment for Dokken Engineering on Stevenson Bridge Rehabilitation Project ($45,000)
The Department of Resource Management entered a contract with Dokken Engineering Inc. for environmental consulting services for the Stevenson Bridge Rehabilitation Project on September 26, 2024. Included in this contract were services required for project permits from the California Department of Fish and Wildlife, US Army Corps of Engineers and the Central Valley Flood Protection District. The permit agencies have requested additional information and reporting that was not included in the original contract scope. This contract amendment provides compensation to complete the additional required permitting for regulatory agencies.
Contract Amendment for Dokken Engineering on Maine Prairie Road Bridge Project ($65,000)
The Department of Resource Management entered into a contract with Dokken Engineering Inc. on March 13, 2025, to provide bridge design services for the Maine Prairie Road Bridge Project. The project was originally proposed as a single-span bridge with two geotechnical explorations. Due to extensive flooding in the project area, the bridge design has been revised to a two-span structure, requiring an additional geotechnical exploration within the Solano County Water Agency-maintained channel. This contract amendment provides additional compensation to complete the required geotechnical boring and analysis to support the revised bridge design.
ALTERNATIVES:
The Board may choose not to authorize the award or execution of these contracts and amendments. This is not recommended as the contracts are necessary to advance and complete the Department’s work plan, projects anticipated in the CIP and within Federal funding timelines.
OTHER AGENCY INVOLVEMENT:
Yolo County entered into a funding agreement for the Stevenson Bridge project in October of 2025.
