DEPARTMENTAL RECOMMENDATION:

The Sheriff recommends that the Board of Supervisors approve and present a plaque of appreciation honoring Latent Fingerprint Examiner Darrell Klasey upon his retirement from the Sheriff’s Office with over 16 years of dedicated public service to Solano County.

SUMMARY/DISCUSSION:

Darrell Klasey began his career with Solano County’s Sheriff’s Office as a Latent Fingerprint Examiner on January 12, 2009. While assigned as a Latent Fingerprint Examiner, he was responsible for the daily operation of the Solano County Automated Fingerprint Identification Service (AFIS) network, ten-print, and latent fingerprint comparisons for law enforcement agencies throughout the county; he provided Livescan training for Correctional Officers, Deputies and feedback regarding Livescan submissions.

Darrell was a key figure in Solano County and the forensic identification field. He held several roles within the California State Division of the International Association for Identification (IAI), including president and conference chairman. He taught the fingerprint segment of the Field Evidence Course at Napa College and was the California Identification Digest associate editor. His article, "The IAI Through the Ages: A Century of Forensic Identification," was published in the July-August 2015 issue of the Journal of Forensic Identification.

In November 2009, he received a letter that acknowledged his valuable insights and experience for the Criminal Justice Internship Program at Solano College. Darrell was awarded the 2012 Dedication to Service Award from the International Association for Identification (IAI), given to individuals who have shown outstanding dedication over time to the Association and its objectives. In May 2014, the California State Division of IAI honored him, and he became the first member to receive the Distinguished Member Award.

Darrell was recognized in June 2015 by Fairfield Police Chief Joseph Allio for his role in solving a 28-year-old cold case by processing latent prints through the AFIS, which led to a successful match.

Darrell Klasey was a highly respected and valued member of the Sheriff’s Office and will be greatly missed by his friends and co-workers. Darrell Klasey’s official last date of employment with the Sheriff’s Office will be March 31, 2025.

FINANCIAL IMPACT:

The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2024/25 Working Budget. The costs associated with preparation and purchase of the plaque are included in the Board’s FY2024/25 Working Budget.

ALTERNATIVES:

The Board may elect not to present the plaque of appreciation; however, this is not recommended, as this is an opportunity to honor Latent Fingerprint Examiner Darrell Klasey for his years of public service to the Sheriff’s Office and the citizens of Solano County.

OTHER AGENCY INVOLVEMENT:

County Administrative Office ordered the plaque for Board presentation.
