DEPARTMENTAL RECOMMENDATION:

 

The Probation Department recommends the Board of Supervisors adopt a resolution and approve a plaque of appreciation honoring Crystal Riley, Supervising Deputy Probation Officer, upon her retirement from the Solano County Probation Department, with over 21 years of dedicated public service to Solano County.

 

SUMMARY/DISCUSSION:   

 

Crystal Riley began her employment with the Solano County Probation Department as Deputy Probation Officer on March 21, 2005. She was promoted to Senior Deputy Probation Officer on November 23, 2014, and to Supervising Deputy Probation Officer on May 20, 2018.

 

Ms. Riley provided 21 years of service to the Solano County community, serving in a wide range of assignments within the Department, applying caring support and supervision to clients, and leadership and professionalism to staff in Solano County.

 

Ms. Riley was influential in many ways and through different assignments in the Adult and Juvenile Divisions. Early in her career, she worked in various capacities in the Adult Court Investigations Unit, Adult General Supervision, Juvenile Supervision, Juvenile Sex Offender Supervision, and New Foundations. She was a facilitator of cognitive behavioral groups (Crossroads and Motivational Interviewing) and a department trainer for CE Assessments. Later, Ms. Riley’s passion for transforming lives, rehabilitation, and the restoration of victims/survivors led her to a career in services and programming, specifically at the Center for Positive Change and the Collaborative Specialty Court Units: Domestic Violence and Veteran and Drug Courts. The latter part of Ms. Riley’s career was most rewarding and ultimately led her to a fulfilling profession.

 

Ms. Riley has had an impact on the lives of many throughout her probation career, in her role as a probation officer, leader, colleague, trainer, and mentor. Her contributions extend beyond her work with clients on her caseload. Her commitment to public service and the safety of the community was noticeable in her leadership. Her staff and peers could count on her encouragement and support. Her welcoming approach and pleasant personality fostered a collaborative working environment with peers, stakeholders, and community partners.

 

As Ms. Riley enters retirement, she leaves behind not only a career of notable public service and a commitment to transforming lives, rehabilitation, restoration, and public safety, but a lasting impression on colleagues, community, and the Department. She leaves behind a meaningful legacy that will be remembered.

 

FINANCIAL IMPACT:     

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget. The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2025/26 Working Budget.

 

ALTERNATIVES:     

 

The Board could choose not to adopt the resolution and plaque of appreciation. This is not recommended as this is an opportunity to recognize Crystal Riley’s dedication and contributions to Solano County.
