DEPARTMENTAL RECOMMENDATION:

 

The Sheriff recommends that the Board of Supervisors:

 

1.                     Approve a first amendment with Genasys, Inc. for $93,633 for a not to exceed amount of $408,419 through July 11, 2026, for continued evacuation zone plan and management services;

 

2.                     Delegate authority to the County Administrator to execute the contract amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999; and

 

3.                     Authorize the Sheriff, Undersheriff, or Director of Administrative Services to execute contract amendments which are technical or administrative in nature.

 

SUMMARY/DISCUSSION:

 

The County entered into a three-year contract with Genasys Inc., previously Zonehaven, on July 12, 2022, in the amount of $314,756. This project was funded through the 2021 California Department of Forestry and Fire Protection (CALFIRE), Fire Prevention Grant Program. Genasys, Inc. provides evacuation planning software, including a public facing website that allows the community to view evacuation orders and warnings issued by law enforcement agencies countywide.

 

Solano County Office of Emergency Services (OES) is requesting a one-year contract extension to ensure continuity of services while simultaneously investigating a potential move to a County managed solution. OES is working with DoIT’s Geographical Information Systems on the possibility of utilizing an existing County system to replace the functions provided by Genasys, Inc. The contract extension represents a one-year extension and a $93,663 increase to the cost of services.

 

FINANCIAL IMPACT:

 

The cost of an additional year of service for the evacuation planning platform is $93,663 and will be offset by the use of funds from the 2019 California Congressional Earmark secured by State Senator Dodd. Therefore, there is no financial impact to the County General Fund. The FY2025/26 Working Budget has sufficient appropriations.

 

The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to approve the contract amendment with Genasys, Inc.; however, this alternative is not recommended as we are currently out of contract and are not ready to transition to a County managed solution.
