DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve a Napa/Solano Area Agency on Aging second contract amendment with Meals on Wheels for $81,129 for a total contract amount of $1,096,355 to deliver meals to older adults for the current period through June 30, 2025; delegate authority to the County Administrator to execute the amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999; and approve a $341,419 Appropriation Transfer Request to recognize unanticipated revenue from the California Department of Aging (4/5 vote required).
SUMMARY/DISCUSSION:
The Napa/Solano Area Agency on Aging (N/S AAA) is responsible for the distribution of funds received from the California Department of Aging (CDA) for Planning and Service Area 28 Older Americans Act services. The N/S AAA provides services to seniors (60+) and the public in Napa and Solano counties and CDA funds are used to provide meals, information and assistance services, caregiver support services, activities related to preventive health, and ombudsman services to seniors. The CDA routinely amends the Area Plan revenue contract to include additional State and federal funds to augment current services.
On June 25, 2024, the Board approved a N/S AAA revenue contract with the CDA for $4,095,623 and a Meals on Wheels service contract for $1,074,819. The CDA is now amending the revenue contract to reflect an additional distribution of $341,419 in federal and State funds to provide Older Americans Act program services for the current period through June 30, 2025. Specifically, this additional funding will support senior meals, the long-term care ombudsman program, legal services, family caregivers, disease prevention, and elder abuse prevention programs. A $341,419 Appropriation Transfer Request (ATR) is recommended for approval to recognize the unanticipated revenue from CDA.
Per the CDA, N/S AAA can contract services using service providers under the current contract. With the Board’s approval of the $81,129 Meals on Wheels service contract amendment, more than 2,000 additional meals will be served to older and disabled adults in FY2024/25.
FINANCIAL IMPACT:
An ATR for $341,419 is needed to recognize unanticipated revenue from the California Department of Aging and corresponding appropriations (4/5 required). The unanticipated revenues will fund the $81,129 contract increase amount with Meals on Wheels in Solano County. There is no impact on the County General Fund.
The costs of preparing this agenda item are nominal and included in the Department’s FY2024/25 Working Budget. There is no impact on the County General Fund.
ALTERNATIVES:
The Board of Supervisors may choose not to approve the contract amendment with Meals on Wheels or the ATR. This is not recommended as this is an opportunity to provide vital outreach on programs and services available to senior populations in the Solano and Napa areas.
OTHER AGENCY INVOLVEMENT:
The Department of Health and Social Services worked with the N/S AAA Oversight Board and N/S AAA Advisory Council in the development of the contract amendment.
