DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends the Board of Supervisors:
1) Adopt a resolution approving a memorandum of understanding (MOU) with the California Department of Aging for the period of July 1, 2024 through June 30, 2029 for the coordination of Older Americans Act services and authorizing the County Administrator to execute the MOU and all subsequent amendments;
2) Approve 13 Napa/Solano Area Agency on Aging service contracts totaling $3,578,680 for the period of July 1, 2024 through June 30, 2025 to provide services to older adults in Napa and Solano Counties;
3) Delegate authority to the County Administrator to execute the 13 service contracts and any subsequent amendments, with County Counsel concurrence, up to an aggregate fiscal year amount of $74,999 for each contract; and
4) Delegate authority to the County Administrator on behalf of the Department of Health and Social Services to authorize grant submissions for Napa/Solano Area Agency on Aging equal to or more than $75,000 and the Director of H&SS for grant submissions under $75,000 in order to secure funding to maintain existing programs and projects.
SUMMARY:
The Department of Health and Social Services (H&SS) requests that the Board of Supervisors approve a five-year MOU with the California Department of Aging for the coordination of Older Americans Act services to residents of Planning Service Area 28 (PSA 28) and adopt a resolution authorizing the County Administrator to execute the MOU and all subsequent amendments (Attachment A). The MOU (Attachment B) must be executed prior to release and disbursement of any program funding. The California Department of Aging will distribute $4,095,623 in program funding to provide services for the Napa/Solano Area Agency on Aging Planning and Service Area 28 for the period of July 1, 2024 through June 30, 2025 (Attachment C).
Authorization is also requested for the County Administrator to execute 13 service contracts utilizing these funds for the period of July 1, 2024 through June 30, 2025 for a total contracted amount of $3,578,680. The list of the 13 service contracts can be found in Attachment D. H&SS is requesting that the County Administrator be authorized to execute all the listed contracts.
FINANCIAL IMPACT:
The 13 contracts are funded with federal and State funds awarded by the California Department of Aging to the Napa/Solano Area Agency on Aging in FY2024/25. The costs of preparing this agenda item are nominal and are included in the department’s FY2023/24 Working Budget. There is no additional impact on the County General Fund.
DISCUSSION:
The Napa/Solano Area Agency on Aging is responsible for distribution of funds received from the California Department of Aging for Planning and Service Area 28 Older Americans Act services. The Board is being asked to authorize the County Administrator to execute contracts for the following service providers for the period of July 1, 2024 to June 30, 2025.
Collabria Care-$75,000: to provide respite services to senior unpaid caregivers in Napa County.
Community Action of Napa Valley-$541,323: to provide home-delivered and congregate meals to seniors living in Napa County.
Empowered Aging-$257,950: to provide Ombudsman services in Solano County.
Independent Living Resources of Solano and Contra Costa Counties-$95,000: to provide information, assistance, and case management services in Solano County.
Independent Living Resources of Solano and Contra Costa Counties-$200,000: to provide Aging and Disability Resource services in Solano County.
Independent Living Resources of Solano and Contra Costa Counties-$100,000 to provide emergency support in Napa and Solano County.
Innovative Health Services-$500,000: to provide congregate meals to seniors living in Solano County.
Legal Services of Northern California-$94,160: to provide free legal aid services to Napa and Solano Counties’ seniors.
Meals on Wheels Solano County-$1,074,819: to provide home-delivered meals to seniors in Solano County.
Meals on Wheels Solano County-$198,272: to provide home-delivered meals to seniors in Solano County - Modernizing Older CA Nutrition Funding (NM-28).
Molly’s Angels of Napa Valley-$160,465: to provide Ombudsman services in Napa County.
Molly’s Angels of Napa Valley-$137,000: to provide transportation and friendly calling to homebound seniors living in Napa County.
North Coast Opportunities/Redwood Caregivers-$144,691: to provide case management, respite care and information, and access to family caregivers serving Solano County.
These contracts contain language specific to the services being provided in accordance with California Department of Aging requirements, including service delivery, units of service, and unduplicated client totals. Data are reported monthly to the Napa/Solano Area Agency on Aging. During the contract period, each service provider will undergo a program and fiscal review by Napa/Solano Area Agency on Aging staff. Findings will be provided to the Napa/Solano Area Agency on Aging Advisory Council, Napa/Solano Area Agency on Aging Oversight Board, and the Board of Supervisors for both Napa and Solano Counties.
ALTERNATIVES:
The Board may choose not to approve or authorize the County Administrator to execute the MOU; however, this is not recommended as the MOU must be executed prior to release and disbursement of any program funding.
The Board may also choose not to approve these 13 contracts that provide services to older adults. This is not recommended because these contracts offer vital services and activities to older adults in Solano and Napa Counties.
OTHER AGENCY INVOLVEMENT:
Napa/Solano Area Agency on Aging staff, Napa/Solano Area Agency on Aging Oversight Board, Napa/Solano Area Agency on Aging Advisory Council, Napa County, the California Department of Aging, and Solano County Counsel were involved in the development of this agenda item and the contracts with the vendors.
