DEPARTMENTAL RECOMMENDATION:
Department of Information Technology (DoIT) recommends that the Board of Supervisors:
1. Approve the DoIT Master List of Contracts totaling $1,047,466 including ten contracts and amendments providing for a variety of technology services and department support effective July 1, 2025; and
2. Delegate authority to the County Administrator to execute all agreements and any subsequent amendments, with County Counsel concurrence, up to 10% of the total contract amount not to exceed $74,999 annually; and
3. Authorize the Chief Information Officer to execute any subsequent amendments which are technical or administrative in nature and have no fiscal impact;
4. Delegate authority to the County Administrator to authorize grant submissions over $75,000 to secure funding to maintain or expand programs which further the DoIT mission; and
5. Delegate authority to the County Administrator to authorize Appropriation Transfer Requests (ATR) to move salary savings to professional services to support defined scopes of work.
SUMMARY:
DoIT provides information technology services across Solano County and has the mission statement “We make departments better at what they do through the use of technology.” The contracts in this master list provide key activities across the department, including support for the property tax system, the public radio system, and key enterprise software resources. All contracts are a continuation of services contracted in previous fiscal years and will assist in providing departments needed technology support.
Included in this item are the following agreements:
1. Shabnam Chabi, MD supports the County’s Electronic Health Records system through configuration, testing, and quality improvement efforts.
2. Microsoft Corporation provides support for Microsoft products and services, and education services tailored to the County.
3. GlideFast Consulting provides remote ServiceNow platform support and configuration services for Solano County’s IT operations.
4. Info-Tech Research Group provides access expert IT advisory services, research tools, and training resources which supports improved IT performance, vendor management, and staff development.
5. CPS HR Consulting is contracted to manage six specialized IT recruitments for the County through a comprehensive hiring and selection process.
6. 22nd Century Technologies, Inc. delivers professional IT services including project and network management for Solano County’s technology initiatives.
7. AgreeYa Solutions, Inc. supports Solano County with expert IT consulting services across multiple technology domains.
8. vTech Solutions, Inc. provides IT consulting and staffing support for Solano County’s Department of Information Technology through 2026.
9. Manatron (Aumentum Technologies) offers hourly consulting services to enhance Solano County’s use of the Aumentum property tax system.
10. City of Vacaville contracts with Solano County for radio maintenance, programming, and support services for its public safety communications.
Further details on funding amounts of the individual contracts can be found in the master list of contracts included in Attachment A. The attachment includes links to the contracts and amendments.
FINANCIAL IMPACT:
Funding for these contracts is included in the FY2025/26 Requested Budget. The contract amendments for 22nd Century, Agreeya Solutions and vTech Solutions are to assist with defined IT projects to mitigate staffing vacancies and therefore will be funded through salary savings from the vacancies, as needed.
DISCUSSION:
The Department of Information Technology (DoIT) is dedicated to fulfilling its mission and providing important technology solutions to departments, enabling them to be more effective at what they do. The contracts support the mission by providing the right tool and resources to meet the needs of Solano County.
Shabnam Chabi
Dr. Shabnam Chabi provides specialized technical support for Solano County’s Electronic Health Records (EHR) system within Family Health Services. Services include EHR configuration, testing, quality improvement reporting, care guideline setup, and training for clinical and non-clinical staff. This contract supports the County’s goals for improving data integrity, compliance reporting, and clinical outcomes.
Microsoft Corporation
The contracted services encompass a broad range of support functions, including Enterprise Advisory Support, Azure Problem Resolution, On-demand Assessments, and Educational Services, among others tailored to the needs of the County of Solano. These services are intended to enhance the county's use of Microsoft technologies effectively and efficiently. Moreover, the contract addresses various administrative aspects, such as data protection, confidentiality obligations, and the usage rights for Microsoft products and fixes, ensuring compliance and security in the use of provided services and technologies.
GlideFast Consulting
GlideFast will provide comprehensive support for IT Service Delivery and Performance initiatives through business process consulting, configuring IT service management modules, training, and system development assistance. This partnership is crucial for continued enhancement of IT Service Delivery and scaling ServiceNow platform utility to drive business automations and efficiencies for county users.
Info-Tech Research Group
The Service Agreement with Info-Tech Research Group is a one-year IT Research and Advisory membership starting July 24, 2025. The package includes executive IT counseling, vendor benchmarking and negotiation support, unlimited analyst access, diagnostic tools, and training resources. It also provides research content, software selection guidance, and tools for multiple team members. This membership will help the County improve IT performance, make informed technology decisions, and support staff development.
CPS HR Consulting
CPS HR Consulting is contracted to support the recruitment and selection of specialized positions within the County’s Department of Information Technology. CPS services include developing recruitment strategies, conducting outreach and marketing, screening applicants, coordinating selection processes, and providing candidate evaluations. The project is designed to ensure qualified candidates are hired for complex IT roles, with a six-month service guarantee offered for each placement. DoIT has contracted with CPS since April 2022, and has successfully onboarded 15 positions, with 2 other candidates pending backgrounds.
22nd Century Technologies
22nd Century Technologies provides Information Technology Professional Services to Solano County, specifically supporting DoIT. The contractor offers specialized staffing and subject matter expertise across IT project management, data management, service management, and network administration. Services are performed in compliance with County standards and include staff supervision, policy adherence, and technical project execution. This vendor is providing support for specific projects while staff vacancies are being filled.
AgreeYa Solutions
AgreeYa Solutions delivers professional IT consulting services for DoIT. Services include providing subject matter expertise and technical staffing for ongoing and future IT projects, encompassing project management, system administration, and network infrastructure. This vendor is providing support for specific projects while staff vacancies are being filled.
vTech Solutions
vTech Solutions provides IT consultant services to Solano County, including technical staffing and project execution across IT business systems, project and network management, and data services. The contract supports the County’s IT initiatives with flexible, qualified staffing on both short- and long-term assignments. This vendor is providing support for specific projects while staff vacancies are being filled.
Manatron
Aumentum Technologies (formerly Manatron) supports Solano County by providing consulting services related to the Aumentum property system. The services are billed hourly and support County staff with configuration, training, system optimization, and business process improvements. This engagement is intended to enhance operational efficiency and ensure the effective use of the Aumentum platform.
City of Vacaville
This agreement with the City of Vacaville covers radio support services, repairs, and programming for the City’s radio inventory. The contract includes preventative maintenance, inventory management, and on-site programming by County technicians. Services also involve support for firmware updates and system configuration, with costs detailed per unit and by service category. The term is extended through June 30, 2026, to continue support for the City's critical communications infrastructure.

ALTERNATIVES:
The Board may choose to address some or all of these contracts individually, request clarification or remand these contracts back to DoIT for revision. This is not recommended because these contracts are also in place for the current fiscal year and may result in the delay of IT work if the contracts lapse.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the contracts to form.
