DEPARTMENTAL RECOMMENDATION:

 

It is recommended that the Board of Supervisors:

 

1.                     Approve a WDB contract for network administration services with “Interactive Technology Services, Inc.” of Fairfield, CA., beginning October 1, 2016 through September 30, 2017; and

 

2.                     Authorize the WIB President/Executive Director to sign the contract for $47,785.

 

Upon the successful completion of this twelve (12) month contract, the contractor would be eligible for two additional 12 month contract renewals - subject to WDB and County approval - for a maximum service period of three years.

 

The Workforce Development Board of Solano County has approved this contract at its September 16, 2016 meeting and is recommending approval by the Board of Supervisors.

 

SUMMARY:

 

The WDB of Solano County has ongoing need for professional support for: a) network administration; b) help desk support; c) server upgrades; and d) systems maintenance on behalf of the WDB itself and the One Stop Career Center (entitled the Americas Job Center of California.)

 

The WDB traditionally procures a local vendor to provide such services.  An open, competitive request for proposals (RFP) process was conducted to secure such a vendor.

 

The Fairfield-based and minority-owned “Interactive Technology Services, Inc.” submitted a proposal which gained the highest review score.

 

FINANCIAL IMPACT:

 

There is no impact to the Solano County General Fund.  The contract will be paid by Workforce Innovation and Opportunity Act (WIOA) Federal funds. The cost associated with this contract was included in WDB’s FY2016/17 budget, approved by the WDB at its September 16, 2016 meeting.

 

DISCUSSION:

 

Procurement Process

 

The WDB’s previous, three-year Network Administration contract was due to expire on September 30, 2016.

 

On August 12, 2016 staff published and distributed a new Network Administration Services RFP to 16 local and regional firms that provide Network Administration.  A public notice was posted with the Daily Republic newspaper.  Attached is a copy of the RFP.

 

On August 23, 2016 staff held a Bidders Conference and two interested parties attended (Interactive Technology Services in Fairfield and Forma Tech IT Services out of Napa). 

 

The submittal deadline for returning the RFP was either hand delivered by 5:00 p.m. on August 29th or if mailed, the proposal had to be post marked by 5:00 p.m. on August 29th.

 

Staff received two hand-delivered proposals by the August 29th deadline.  The first submitted was from Interactive Technology Services and the second was from Forma Tech IT Services.  After a threshold review of the proposals both were determined to meet the minimum qualifications for consideration.

 

Proposal Review and Recommendation Process

 

On September 1st and September 6th two qualified staff reviewed both proposals and rated them as shown in Attachment A, with Interactive Technology Services receiving the overall highest score of the two bidders.

 

Interactive Technology Services, Inc. has been providing full service technology solutions to organizations and individuals in Solano County since 1986.  Interactive Technology Services is certified and authorized to sell and support industry leading products such as Hewlett Packard/Compaq, Dell, Microsoft, SonicWALL, and Computer Associates products such as McAfee Security Solutions, GFI Software, Threat Track and Ubiquiti Networks.

 

The firm has changed ownership of late, and is now minority-owned.

 

Recommendation of the WDB

 

The WDB Board of Directors reviewed staff’s recommendation and held a funding hearing at its September 16, 2016 meeting. No appeals were presented from proposing agencies. The WDB approved award of the contract and is recommending approval by the Board of Supervisors.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to approve this contract or direct staff to consider other options and return with new recommendations. However, this alternative is not recommended as there is a critical ongoing need for the network administration services which support: a) the day-to-day functioning of office operations, and b) the needed connection to the grant program data management system for all WIOA activities. 

 

Any delay in awarding the network administrator contract could have an adverse effect on service delivery for WDB customers, and result in an inability to attain expected performance outcomes.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has approved the contract as to form.

 

CAO RECOMMENDATION:

 

APPROVE DEPARTMENTAL RECOMMENDATION
